EDAW INC WORK PROGRAM <br />TRANSIT-ORIENTEO SPECIFIC PLAN <br />FOR THE HACIENDA BUSINESS PARK <br /> <br />memo will also specify steps through which the <br />resulting relationships between TOD and vehicle trip <br />generation should be implemented in conjunction <br />with the City of Pleasanton's traffic forecasting model <br />for the Specific Plan. <br /> <br />The result of Phase I will be a method that fairly <br />represents the vehicle trip reduction benefits of TOD <br />that can be used for general level planning and <br />comparative evaluation land use alternatives. Under <br />this proposed work scope, the trip generation formula <br />will be developed in a form that allows for <br />straightforward modification or post-processing of the <br />City of Pleasanton's traffic forecasting model results to <br />predict changes in trip generation resulting from TOD <br />development levels within Hacienda Business Park. <br />Beyond this contract, the methodology can be <br />integrated with the City's standard modeling <br />procedures to allow it to be used in all TOD <br />development traffic impact analyses. <br /> <br />The Phase 2 work scope will focus on implementation <br />steps: <br /> <br />Summarize of Existing and Future Transportation <br />Conditions: Using the City of Pleasanton traffic model <br />and other available data, we will determine the <br />relevant transportation conditions under existing as <br />well as future conditions, with and without the <br />Hacienda Business Park TOD Specific Plan. Fehr & <br />Peers will coordinate with the City to identify <br />appropriate criteria for measuring the significance of <br />project impacts. The criteria will be based on policies <br />of the General Plan and other regional planning <br />documents. The impact analysis of Specific Plan <br />traffic will be conducted for two future development <br />horizon year scenarios. <br /> <br />We will identify traffic impacts based on the <br />significance criteria agreed to by the City. Mitigation <br />measures will be identified for impacts that exceed the <br />thresholds of established significance criteria. These <br />measures will emphasize travel demand management <br />and effective alternatives to automobile. <br /> <br />Fehr & Peers will consult with EDAW in the <br />development of evaluate the project circulation plan, <br />including implementation of alternative <br />transportation facilities and travel demand measures, <br />and provide one set of recommendations for the initial <br />plan's site access and circulation. <br />Fehr & Peers will assist the project team in <br />formulating project alternatives, and will qualitatively <br /> <br />evaluate up to two altemafives to determine whether <br />they would lessen or eliminate the significant impacts <br />identified for the proposed project. This evaluation <br />will be based on a comparison of the relative trip <br />generation characteristics of the alternatives. This <br />evaluation will form the basis for the CEQA analysis <br />of the Specific Plan. <br /> <br />For the final Specific Plan, Fehr and Peers will make <br />detailed recommendations regarding needed <br />transportation and parking facilities for all travel <br />modes. Cost estimates for these recommended <br />mitigation measures will also be developed <br /> <br />Fehr and Peers Optional Tasks: <br /> <br />Public Meetin~ls <br /> <br />As an optional task, one Fehr & Peers staff <br />member will attend up to two public meetings <br />(e.g., Planning Commission, City Council, public <br />hearing) regarding the project. The cost for this <br />task is listed separately in the cost estimate. <br /> <br />Optional Task: Assist with Response to <br /> <br />Comments <br /> <br />As an optional task, Fehr & Peers will assist in <br />formulating responses to the public comments <br />received on the Draft EIR. The level of effort required <br />for this task will depend on the number and <br />magnitude of comments received; therefore, if this <br />task is desired, a separate cost estimate will be <br />prepared once public comments have been received <br />and sorted. <br /> <br />Ellen Greenberg, AICP <br /> <br />This Scope of Work describes six research, analysis <br />and reporting tasks. Tasks are itemized and <br />described below. <br /> <br />At the option of EDAW and the Hacienda Owners' <br />Association, follow-on tasks or agreement to <br />participate on a time-and-materials basis under the <br />direction of EDAW or the Owners Association may <br />be added to the scope to provide for my <br />participation throughout the Specific Plan <br />preparation process. <br /> <br /> <br />
