4EDAW INC WORK PROGRAM <br />TRANSIT*ORIENTED SPECIFIC PLAN <br />FOR THE HACIENDA BUSINESS PARK <br /> <br />development entitlements. This determination <br />represents an essential first step, as it will define <br />the upper limit of vehicle trip generation for a <br />Specific Plan project to be considered "trip <br />neutral" by the City of Pleasanton. <br /> <br />Review available data on vehicular trip <br />generation rates applicable to Hacienda Business <br />Park TOD, including trip generation studies by <br />the Institute of Transportation Engineers (ITE). <br />A key reference will be the Trip Generation <br />Handbook: An ITE Recommended Practice (2001). <br />This will be used to develop a baseline level of <br />trip generation for the project; this baseline is <br />expected to be somewhat lower than the <br />unmodified single-use rates found in the 1TE <br />Trip Generation manual. <br /> <br />Review available data collected by Fehr & Peers <br />and others on the effects of the 4Ds: density, <br />diversity (mixed use) and design and proximity <br />to regional destinations. Translate these 4D <br />effects into modifications to the base trip <br />generation rates. <br /> <br />Work with other members of the team, especially <br />Ellen Greenberg, to incorporate evidence from <br />Case studies in other areas of the country <br />regarding trip generation information applicable <br />to current and planned HBP land uses. <br /> <br />Review the U.S. Census and other available <br />sources (such as the Metropolitan Transportation <br />Commission regarding current use of travel <br />modes by Hacienda employees and residents. <br />Information on where Hacienda employees live <br />and where Hacienda resident work will also be <br />sought. <br /> <br />Work with the City of Pleasanton, the Hacienda <br />Owners Association and other consultants to <br />determine what programmatic transportation <br />demand measures should be assumed as part of <br />the Specific Plan program (e.g. shuttles, parking <br />controls, ridesharing incentives and similar <br />measures that are independent of the built <br />environment). <br /> <br />Meet with the City to and HBP to discuss the <br />results of this analysis regarding trip <br />internalization, mode shifts, and other factors <br />modifying standard trip generation rates for key <br />HBP uses (Office, Residential and Retail). <br /> <br />Synthesize the information gathered in Tasks 2 - <br />7 above into vehicle trip generation rates for the <br />three major uses at HBP. Rates will be <br />established for three time frames: daily, AM <br />peak hour and PM peak hour. <br /> <br />if any. If significant and devise a Phase I B action <br />plan of ground-level traffic counts and surveys <br />of employees, residents and retail customers at <br />HBP. <br /> <br />Phase I B: Fehr & Peers and JD Franz Associates will <br />conduct original research into observed and reported <br />HBP employees' and residents' travel behavior, as <br />well as their response to potential alternative <br />transportation improvements. <br /> <br />Identify up to six sites (e.g., two sites each <br />representing the three major existing and <br />planned uses with HBP -- Office, Residential <br />and Retail). <br /> <br />Conducting full traffic counts (all travel <br />modes) at the six locations using ITE <br />methodology. Additional sites can be <br />counted for approximately $1,000 - 1,500 per <br />location. <br /> <br />Analyze the site traffic counts to revise <br />vehicle trip generation rates for the three <br />major uses at HBP. Rates will be established <br />for three time frames: daily, AM peak hour <br />and PM peak hour. <br /> <br />JD Franz Research, Inc will conduct a survey <br />to gather statistically valid information on <br />travel behavior deemed to be important but <br />missing at the end of Phase IA. This could <br />include questions regarding the efficacy of <br />individual alternative transportation services <br />that may be implemented in conjunction with <br />the HBP TOD plan, e.g. transit options <br />(feeder buses/shuttles), walkway and <br />bikeway improvements, and parking <br />controls/pricing. <br /> <br />The Phase lB scope of work also includes up to three <br />additional meetings with City and HBP staff and other <br />consultants to describe the findings of this phase. <br /> <br />Phase I includes preparation of a memorandum <br />summarizing our analysis approach and results.
