EDAW INC WORK PROGRAM <br />TRANSIT-ORIENTED SPECIFIC PLAN <br />FOR THE HACIENDA BUSINESS PARK <br /> <br />Objectives <br />I will undertake these tasks with the objective of <br />understanding the relationship between <br />transportation performance characteristics and the <br />following three associated sets of factors. <br /> · land use and urban design characteristics <br /> <br />· transportation supply factors <br /> <br /> · programmatic efforts such as parking <br /> management, financial incentives for use of <br /> alternative modes, etc. <br />The research will be organized into two parts: case <br />study inquiries that will result in reporting on <br />actual experience, and review of research literature <br />that may be based on either actual experience, <br />modeling, or other analytical techniques. <br /> <br />Tasks <br /> <br />Coordinate with Specific Plan team and <br />clients. Continuing coordination will be <br />needed to (1) revise or clarify scope of <br />work as needed and coordinate with other <br />team members, (2) establish or obtain basic <br />data regarding (a) existing community- <br />wide and on-site conditions relevant to <br />travel demand and behavior and (b) <br />planned and approved development and <br />transportation supply changes, and (3) <br />insure a productive and efficient <br />relationship between the performance of <br />this Scope of Work and efforts by Fehr and <br />Peers. <br /> <br />Select case studies and research literature <br />to be reviewed. The objective is to identify <br />locations from which data on <br />transportation performance and related <br />elements is available, and that collectively <br />may bracket a realistic performance range <br />for buildout of a Hacienda Specific Plan. A <br />preliminary list of case study locations will <br />be created through consultation with the <br />team and a web-based search. Three-to-five <br />case study locations may include both <br />business-park environments, suburban <br />employment centers, and traditional urban <br />centers, to be determined in consultation <br /> <br />withthec~entandteam. <br /> <br />Conduct Research Review. The research <br />review will be conducted first in order to <br />make the conduct of the case studies as <br />efficient as possible. For example, some <br />case studies of interest may already be <br />documented through the literature, <br />reducing the importance of data gathering <br />through interviews and first-hand review <br />of project documents. The emphasis of the <br />literature review will be on the compilation <br />of practical data directly relevant to the <br />objectives described above for the scope of <br />work. <br /> <br />Conduct Case Studies. Case studies will <br />be conducted through telephone <br />interviews, follow up correspondence as <br />needed, and collection and review of <br />project documents. Copies of all telephone <br />records and documents compiled will be <br />provided to the EDAW and/or the Client <br />as requested. <br /> <br />Analyze and document findings and <br />Recommendations. This task includes <br />analysis and synthesis of findings from <br />both case studies and the research <br />literature review. The emphasis will be on <br />identifying a realistic range of performance <br />objectives in relation to mode share, vehicle <br />trip generation or other transportation <br />features that are in synch with the range of <br />physical changes under consideration <br />through the Specific Plan effort. <br /> <br />Accompanying the findings regarding <br />transportation performance will be <br />findings about physical and programmatic <br />changes that appear to be necessary <br />conditions for desired changes in travel <br />behavior. This latter set of information will <br />be of great importance in informing the <br />team's work in devising specific plan <br />alternatives, and will be tested in the <br />Hacienda context through the work of Fehr <br />and Peers. <br /> <br /> <br />
