TRANSIT-ORIENTED SPECIFIC PLAN <br />FOR THE HACIENDA BUSINESS PAEK <br /> <br />Concurrently, we will begin work on formalizing <br />the Implementation Plan. 2~e basic structure for <br />the Implementation Plan will likely begin to emerge <br />while we are refining the preferred alternative, with <br />input from Strategic Economics and Fehr & Peers. <br /> <br />We will submit an administrative draft plan to the <br />Teams for review and comment. The Teams will <br />compile all comments, and will provide them to <br />EDAW. <br /> <br />TASK 7 - REVISED DRAFT SPECIFIC <br />PLAN AND PREPARE IMPLEMENTATION <br />PLAN <br /> <br />7.A. Specific Plan Revision and Implementation <br />Plan <br /> <br />We will review the Teams' comments, and prepare <br />responses. In some instances, these may be <br />explanations; in others, modifications to the Phn. It <br />will be important that we carefully monitor these <br />revisions in order to ensure consistency between <br />the "final" Plan and potenffal influences upon <br />appropriate environmental documentation. <br /> <br />The Consultant Team will prepare an <br />Implementation Plan that will help to ensure the <br />realization of the Specific Plan's vision. This Plan <br />will focus on outlining achievable action steps to be <br />taken by the City that will lead to implementation. <br /> <br />Strategic Economics will assist with the creation of <br />an implementation and phasing strategy that <br />prioritizes the redevelopment opportunities, <br />recommends a timeframe for key infrastructure <br />improvements that support redevelopment, and <br /> <br />identifies other programmatic actions necessary to <br />implement the plan. <br />The phasing and implementation strategy will be <br />based on the complexity of different redevelopment <br />opportunities, each project's potential for catalyzing <br />further redevelopment, resources, community <br />priorities, and market momentum. <br /> <br />Fehr & Peers will assist in the preparation of the <br />implementation Plan, focusing on the timing of key <br />parking and traffic capacity improvements, <br />including off-site mitigations, which will be <br />consistent with those associated with relevant <br />environmental documentation. <br /> <br />TASK 8- PREPARE FINAL SPECIFIC <br />PLAN <br /> <br />Following analysis of feedback on the Draft Plan <br />we will refine and amend the Draft Plan to produce <br />the Final Plan. Based on our experiences, we <br />recommend that the "Final Plan" only be prepared <br />upon completion of the last City Council hearing <br />and Specific Plan adoption. We have on other <br />projects maintained a list of issues and consensus <br />points which will be incorporated by agreement of <br />the Council into the Final Plan. However, we are <br />amenable to a different approach, should the <br />Project Team desire. <br /> <br />PRODUCTS <br /> <br />We will provide five copies of all Administrative <br />Draft products; one copy of a camera ready draft of <br />all ready-for-release Draft documents; five hard <br />copies; and one camera ready copy and one <br />electronic copy (Microsoft Word, Adobe Acrobat, <br />or InDesign) of all final products. All electronic <br />copies will be provided on a CD. <br /> <br />COMMUNICATION PROCESS <br /> <br />The implementation of this Plan will affect many; <br />property owners, area residents, the City of <br />Pleasanton, and BART to name a few. <br /> <br />Consequently, it will be essential that information <br />be distributed and collected throughout the <br />planning process. <br /> <br /> <br />
