TRANSIT-ORIENTED SPECIFIC PLAN FOR THE HACIENDA BUSINESS PAEK Concurrently, we will begin work on formalizing the Implementation Plan. 2~e basic structure for the Implementation Plan will likely begin to emerge while we are refining the preferred alternative, with input from Strategic Economics and Fehr & Peers. We will submit an administrative draft plan to the Teams for review and comment. The Teams will compile all comments, and will provide them to EDAW. TASK 7 - REVISED DRAFT SPECIFIC PLAN AND PREPARE IMPLEMENTATION PLAN 7.A. Specific Plan Revision and Implementation Plan We will review the Teams' comments, and prepare responses. In some instances, these may be explanations; in others, modifications to the Phn. It will be important that we carefully monitor these revisions in order to ensure consistency between the "final" Plan and potenffal influences upon appropriate environmental documentation. The Consultant Team will prepare an Implementation Plan that will help to ensure the realization of the Specific Plan's vision. This Plan will focus on outlining achievable action steps to be taken by the City that will lead to implementation. Strategic Economics will assist with the creation of an implementation and phasing strategy that prioritizes the redevelopment opportunities, recommends a timeframe for key infrastructure improvements that support redevelopment, and identifies other programmatic actions necessary to implement the plan. The phasing and implementation strategy will be based on the complexity of different redevelopment opportunities, each project's potential for catalyzing further redevelopment, resources, community priorities, and market momentum. Fehr & Peers will assist in the preparation of the implementation Plan, focusing on the timing of key parking and traffic capacity improvements, including off-site mitigations, which will be consistent with those associated with relevant environmental documentation. TASK 8- PREPARE FINAL SPECIFIC PLAN Following analysis of feedback on the Draft Plan we will refine and amend the Draft Plan to produce the Final Plan. Based on our experiences, we recommend that the "Final Plan" only be prepared upon completion of the last City Council hearing and Specific Plan adoption. We have on other projects maintained a list of issues and consensus points which will be incorporated by agreement of the Council into the Final Plan. However, we are amenable to a different approach, should the Project Team desire. PRODUCTS We will provide five copies of all Administrative Draft products; one copy of a camera ready draft of all ready-for-release Draft documents; five hard copies; and one camera ready copy and one electronic copy (Microsoft Word, Adobe Acrobat, or InDesign) of all final products. All electronic copies will be provided on a CD. COMMUNICATION PROCESS The implementation of this Plan will affect many; property owners, area residents, the City of Pleasanton, and BART to name a few. Consequently, it will be essential that information be distributed and collected throughout the planning process.
