<br />TRANSIT*ORIENTED SPECIFIC PLAN
<br />FOR THE HACIENDA BUSINESS PARK

<br />of the Plan's vision. These principles will include
<br />standards and guidance on:
<br />
<br /> Built form - orientation, height, scale,
<br /> landmark buildings and features;
<br />· Land uses and development intensity (FAR
<br /> and/or density);
<br />· Accessibility and movement- public
<br /> transport, cycle and pedestrian provision,
<br /> car parking strategy, road and pavement
<br /> widths, servicing arrangements
<br />· Linkages with surrounding areas; and
<br />· Public realm - hard and soft landscaping,
<br /> new public spaces, street furniture.
<br />
<br />As noted in Task 5, the format of the Plan will
<br />reflect the desire of the Project Team, but will likely
<br />include an Urban Design Plan, Public Realm Plan
<br />(including conceptual streetscape improvements),
<br />Land Use Plan, Circulation Plan, Parking Concept
<br />Plan, development standards, building prototypes,
<br />general design guidelines, and site-specific design
<br />recommendations.
<br />
<br />EDAW will work on establishing a strong overall
<br />urban design framework and the preparation of
<br />building and public realm design guidelines (while
<br />considering existing guidelines). Because of the
<br />importance of this Plan to the Project Team, City of
<br />Pleasanton, and transit agencies, emphasis will be
<br />placed on addressing primary and secondary
<br />building elevations, the definition of significant
<br />
<br />comers and gateways, auto and transit access, and
<br />pedestrian and bicycle connections.
<br />
<br />This Plan will also include a general framework
<br />characterizing architectural vocabulary that
<br />identifies building "layers," for relevant building
<br />types, including overall building form, architectural
<br />detail, sidewalk, landscape, and siting. In addition
<br />to form, careful attention will be placed on
<br />storefront design guidelines and the creation of
<br />public places, such as plazas, pedestrian alleys, and
<br />streetscape elements.
<br />
<br />Working closely with the Team, Fehr & Peers will
<br />develop the transportation element for the
<br />preferred Specific Plan, including:
<br />
<br />· Vehicle circulation system serving traffic
<br /> to/from and through the site, including
<br /> lane configuration changes or roadway
<br /> widenings, changes in intersection control
<br /> type, and changes in access and circulation
<br /> patterns (i.e. turn restrictions, changes to
<br /> existing traffic flows, etc);
<br />· Parking supplies and locations, including
<br /> recommended access points, access control
<br /> type, and interior circulation plans;
<br />· Pedestrian circulation plan for the site,
<br /> including sidewalk widths, crosswalk
<br /> locations, internal pedestrian pathways,
<br /> special comer treatments (curb bulb-outs),
<br /> etc;
<br />· Bicycle routes to/from and through the
<br /> site, and amenities (bike racks and lockers);
<br />· Recommended transit stop locations and
<br /> design; and
<br />· Recommended travel demand
<br /> management strategies.
<br />
<br />The Specific Plan will also include an introduction,
<br />executive summary, some or all of the elements
<br />listed above, relationship of the Specific Plan to the
<br />General Plan and environmental documentation,
<br />Plan enforcement, and phasing. Strategic
<br />Economics will draft an appendix to the Specific
<br />Plan that summarizes all market, pro forma and
<br />fiscal impact research as well as the outcome of the
<br />feasibility and fiscal analyses.
