EDAW INC WORK PROGRAM
TRANSIT*ORIENTED SPECIFIC PLAN
FOR THE HACIENDA BUSINESS PARK

of the Plan's vision. These principles will include
standards and guidance on:

Built form - orientation, height, scale,
landmark buildings and features;
· Land uses and development intensity (FAR
and/or density);
· Accessibility and movement- public
transport, cycle and pedestrian provision,
car parking strategy, road and pavement
widths, servicing arrangements
· Linkages with surrounding areas; and
· Public realm - hard and soft landscaping,
new public spaces, street furniture.

As noted in Task 5, the format of the Plan will
reflect the desire of the Project Team, but will likely
include an Urban Design Plan, Public Realm Plan
(including conceptual streetscape improvements),
Land Use Plan, Circulation Plan, Parking Concept
Plan, development standards, building prototypes,
general design guidelines, and site-specific design
recommendations.

EDAW will work on establishing a strong overall
urban design framework and the preparation of
building and public realm design guidelines (while
considering existing guidelines). Because of the
importance of this Plan to the Project Team, City of
Pleasanton, and transit agencies, emphasis will be
placed on addressing primary and secondary
building elevations, the definition of significant

comers and gateways, auto and transit access, and
pedestrian and bicycle connections.

This Plan will also include a general framework
characterizing architectural vocabulary that
identifies building "layers," for relevant building
types, including overall building form, architectural
detail, sidewalk, landscape, and siting. In addition
to form, careful attention will be placed on
storefront design guidelines and the creation of
public places, such as plazas, pedestrian alleys, and
streetscape elements.

Working closely with the Team, Fehr & Peers will
develop the transportation element for the
preferred Specific Plan, including:

· Vehicle circulation system serving traffic
to/from and through the site, including
lane configuration changes or roadway
widenings, changes in intersection control
type, and changes in access and circulation
patterns (i.e. turn restrictions, changes to
existing traffic flows, etc);
· Parking supplies and locations, including
recommended access points, access control
type, and interior circulation plans;
· Pedestrian circulation plan for the site,
including sidewalk widths, crosswalk
locations, internal pedestrian pathways,
special comer treatments (curb bulb-outs),
etc;
· Bicycle routes to/from and through the
site, and amenities (bike racks and lockers);
· Recommended transit stop locations and
design; and
· Recommended travel demand
management strategies.

The Specific Plan will also include an introduction,
executive summary, some or all of the elements
listed above, relationship of the Specific Plan to the
General Plan and environmental documentation,
Plan enforcement, and phasing. Strategic
Economics will draft an appendix to the Specific
Plan that summarizes all market, pro forma and
fiscal impact research as well as the outcome of the
feasibility and fiscal analyses.
