EDAW INC WORK PROGRAM <br />TRANSIT-ORIENTED SPECIPIC PLAN <br />FOR THE HACIENDA BUSINESS PARK <br /> <br />We anticipate working closely with the Project <br />Team throughout this task, and we will provide <br />status updates at key decision-making points and <br />as complex questions arise. <br /> <br />TASK 5 - REFINEMENT OF A <br />PREFERRED ALTERNATIVE - ESTABLISH <br />SPECIFIC PLAN OUTLINE <br /> <br />5.A. Alternative Plan Preparation - Specific Plan <br />Outline <br /> <br />During this work task, the Teams will either add <br />refinements to one of the alternafives or establish a <br />hybrid plan, which may assemble elements of two <br />or more alternatives. This refined analysis will <br />include a highly focused study and testing of the <br />preferred alternative. <br /> <br />A potential outcome of this task may include <br />exploration of flexibility of the plan to <br />accommodate variations within the plan itself, such <br />as allowing for some upper floor residential or <br />commercial uses within the Plan. Flexibility will <br />ensure an emphasis on viability through economic <br />cycles. <br /> <br />Each member of the Consultant Team will <br />undertake refined study during this task, including <br />more detailed studies of overall urban form, the <br />public realm, building prototypes, transportation <br />and parking, and financial viability. <br /> <br />In addition, Strategic Economics will project the <br />probable short and long-term fiscal impacts of the <br />preferred alternative. This will involve interviews <br />with staff from affected City departments. <br /> <br />EDAW will also establish an outline for the Specific <br />Plan during this work task. We propose this step <br />because our experience tells us that planning <br />processes tend to evolve, and, with this evolution, <br />expectations and goals for the Plan may change. <br />Typically these changes occur in the expectations <br />for development standards, design guidelines, and <br />methods for describing site-specific design <br />recommendations. <br /> <br />PRODUCTS <br /> <br />The products for this task include an outline of the <br />Specific Plan and a refined Preferred Alternative, <br />which would be developed with Project Team and <br />Core Area Planning Team input. These products <br />will serve as the basis for the Specific Plan <br />document. <br /> <br />The preferred plan presentation will include a plan <br />view representation of an urban design framework, <br />public realm plan, land use plan, circulation <br />diagram, parking concept, open space diagram, and <br />relevant sketches and diagrams illustrating <br />building prototypes and overall character. <br /> <br />5.B. Team Workshop #4: Preferred Plan <br />Presentation and Discussion <br /> <br />The Consultant Team will present the Preferred <br />Plan to the Core Planning Area Team.
