EDAW IN¢ WORK PROGRAM <br />TRANSIT-ORIENTED SPECIFIC PLAN <br />FOR THE HACIENDA BUSINESS PARK <br /> <br />the alternatives. EDAW will initially focus on land <br />use, urban design, and shaping the public realm. <br /> <br />During this part of the Task, EDAW's role will be <br />broad brush in nature: looking at how the <br />opportunity sites in the Plan Area play as gateways <br />to Hacienda from BART, as well as, an integral <br />element of the area's existing development fabric. <br />We will also explore opportunities for creating <br />public open space areas and to strengthen the area's <br />existing pedestrian and open space system. <br /> <br />Building Prototypes §tudy, San Jose <br /> <br />For the next phase of this Task we will explore <br />conceptual building prototypes which will not only <br />meet desired goals, but also make an attractive and <br />memorable impression on the cityscape. <br /> <br />Of particular importance during this study will be a <br />keen understanding of the implications of <br />incremental development, since the Plan Area <br />includes many individual parcels. This analysis <br />will consider typical infill development, as well as, <br />more precise infill on key sites that already have <br />buildings on them. <br /> <br />Strategic Economics will prepare up to three pro <br />forma financial models of building prototypes from <br />the various alternative development scenarios. <br />Using the revenue inputs developed during the <br />Existing Conditions task, as well as cost and risk <br />inputs, pro forma models will be created to test the <br />feasibility of each selected building and use <br /> <br />prototype, including the impact of such key <br />variables as parking ratios, density or FAR, and <br />amount of ground floor retail. Strategic Economics <br />will provide probable construction cost estimates <br />for the various building prototypes explored. <br /> <br />Fehr & Peers will assist the Team in the preparation <br />of up to 3 development alternatives, including: <br /> <br />· Definition of required parking for the <br /> proposed land use mix; <br />· Recommendations on the location of <br /> parking access points (structured and/or <br /> surface lots); <br />· Recommendations on roadway <br /> configuration for roadways bordering and <br /> running through the site, including lane <br /> configuration and width; parking lane and <br /> bike lane width; minimum sidewalk width; <br /> and provision of transit stops; <br />· Recommendations regarding travel demand <br /> measures, and a comprehensive set of <br /> recommendations; and <br />· Rough estimates of trip generation and <br /> potential significant traffic impacts, <br /> performed at a sketch-planning level. <br /> <br />Urban Design Framework Glen Park BART <br /> <br />PRODUCTS <br /> <br />The product of this task will be a set of annotated <br />alternatives presented in plan view with relevant <br />sketches, cross sections, summaries, and diagrams. <br />As noted above, this work task will include <br />quantitative and qualitative analysis, to assist the <br />Teams with decision making. <br /> <br /> <br />
