EDAW INC WORK pROGRAM
TRANSIT-ORIENTED SPECIFIC PLAN
FOR THE HACIENDA BUSINESS PARK

inform land use and circulation alternatives. A
complete description of this analysis is included at
the end of this work scope.

3.J. Transportation

Fehr & Peers will build on its extensive prior
research into Transit-Oriented Development (TOD)
travel characteristics in a variety of settings. These
studies include recent analysis of all BART station
areas, as well as, technical studies of trip generation
characteristics of key Hacienda Business Park land
uses, which will be conducted in the fail of 2004.

Using information from the City of Pleasanton
traffic model and other available data, Fehr & Peers
will determine the relevant transportation
conditions under existing as well as future
conditions, with and without the Hacienda
Business Park TOD Specific Plan.

Fehr & Peers will also coordinate with the City to
identify appropriate criteria for measuring the
significance of project impacts. The criteria will be
based on policies of the General Plan and other
(e.g., regional) planning documents. The impact
analysis of Specific Plan traffic will be conducted
for the General Plan horizon year. A complete
description of this analysis is included at the end of
this work scope.

3.K. Background Report

The EDAW Team will assemble a summary
Background Report, including the findings of each
of the aforementioned work tasks. This report will
include a brief summary and complete memoranda
prepared by each discipline.

We will identify and map opportunities for changes
to streets and potential development opportunity
sites, address market needs that are not currently
served, and identify opportunities for the creation
of public spaces.

A draft background report will be submitted to the
Project Team for review and comment:

STAGE 2 - EVOLUTION OF IDEAS
TASK 4 - DEVELOPMENT OF
ALTERNATIVES

4.A. Alternative Preparation

Based on the findings of the Background Report,
input from the Project Team and Core Planning
Area Team, our refined understanding of the site
and its context, the Consultant Team will prepare
up to three conceptual alternative development
scenarios for the Plan Area.

Existing standards regulating building height and
density will also be considered during alternatives
development.

Depending on the results of the initial tasks, we
may be preparing significantly different
alternatives or exploring discrete modifications to a
generally similar overall concept, in either case, we
will work to establish feasible alternatives, each tied
to a distinctive character quality. We will prepare a
complete collection of data supporting each
alternative, including:

· Urban design framework diagram
including landmarks, gateways, and
streetwalis;
· Public realm framework diagram,
including streetscape character and open
spaces;
· Building prototype studies;
· Building character studies;
· Development land use program;
· Development yield analysis;
· Conceptual traffic and pedestrian system;
· Travel demand management;
· Travel generation analysis and mode share
studies;
· Phasing program;
· Conceptual parking system; and
· Preliminary pro forma on three to five
building types representing regulatory
conditions from the different alternatives.

All of the various team members will work closely
in establishing the overall form and framework of
