EDAW lNG WORK PROGRAM <br />TRANSIT-ORiENTED SPECIFIC PLAN <br />FOR THE HACIENDA BUSINESS PARK <br /> <br />will establish an outline of goals to be included in <br />the Elan itself. <br /> <br />The purpose of this assignment will be to establish <br />a series of criteria used to measure the progress and <br />success of the process and Plan. <br /> <br />TASK 3 - EXISTING CONDITIONS <br />ANALYSIS: BACKGROUND REPORT <br /> <br />3. A. Existing Land Use and Public Policy <br /> <br />We will conduct an initial review of the local <br />planning policy context. A significant policy <br />framework currently exists to guide development <br />projects within the Plan area, through an existing <br />PUD. <br /> <br />These policies address job growth, housing, urban <br />design, transportation, recreation and community <br />revitalization. Specifically, we will address: <br /> <br />· Current land uses; <br />· Vacant and undemifiized parcels; <br />· Parcel sizes; <br />· Easements and/or deed restrictions; <br />· Land ownership patterns; <br />· Approved and proposed projects (in the <br /> plan area and environs); <br />· Relevant General Plan policies; <br />· Applicable development standards, zoning <br /> codes and other ordinances; and <br />· Other relevant Specific Plans and <br /> ordinances specifically prepared to address <br /> the Plan area <br /> <br />3. B. Building Stock Characterization and Urban <br />Design Assessment <br /> <br />EDAW will conduct an analysis of the existing <br />building stock and the Plan Area's urban design <br />characteristics. We will drive, walk, and <br />photograph the Plan Area to identify distinctive <br />characteristics of the urban landscape, including the <br />character of development in the Plan and adjacent <br />areas, landmarks nodes and gateways, and overall <br />built form. We will also refer to any relevant <br />existing information. <br /> <br />EDAW will record the approximate height and <br />density, number of stories, and building types, and <br />identify historical or architecturally significant <br />structures. <br /> <br />Land Use Analysis for BART, Eastern Contra Costa County <br /> <br />An important element of this assessment will <br />include a summary of the public realm within and <br />abutting the Phn Area. This assessment will <br />provide an overview of the character of public <br />spaces, including streets, sidewalks, and any formal <br />or informal open spaces or public gathering areas. <br /> <br />3.C. Stakeholder Interviews <br /> <br />During this work task we will conduct individual <br />or small group interviews with identified key <br />stakeholders within the Plan Area. It will be <br />important to include a fairly broad cross section of <br />participants during these interviews. <br /> <br />In addition to the Core Phmxing Area Team, other <br />property owners and local developers, interviewees <br />should also include representatives from various <br />City and BART departments, particularly staff <br />members who will ultimately implement the plan; <br />and public works officials who can offer insights <br />regarding street design, clarifications regarding <br />pedestrian and bicycle improvements, utilities, <br />easements, street tree planting policies, and rights- <br />of-way, and who may offer recommendations for <br />the preparation and content of design guidelines. <br /> <br />EDAW will attend each of these interviews, and <br />key Consultant Team members will attend <br />interviews directly relevant to their area of <br />expertise. <br /> <br /> <br />
