devices. The four-lane configuration was originally designed in the early 1980's, and <br />Stoneridge Drive was planned and built to be this inter-city connector. There is no planned new <br />development along this section of West Las Positas Boulevard, so future traffic volumes should <br />remain at current levels. <br /> <br />To analyze the pros and cons of widening this roadway from a traffic perspective, the traffic <br />forecasting model was used to study roadway users during the morning and evening peak hour <br />to assess: <br /> · Who would use the widened roadway (local or cut-through)? <br /> · Where were Pleasanton drivers coming from or going to as they used the road? <br /> · What was the purpose of the trip (work, school, shop, recreation, etc.)? <br /> What impact did the roadway widening have on driving times and driving distances for <br /> local drivers? <br /> · How did the roadway widening effect traffic volumes at 135 City intersections? <br /> · How did the roadway widening effect cut-through traffic in Pleasanton? <br /> <br />The following is a summary of the traffic forecast model outputs assuming Buildout of the 1996 <br />General Plan Land Use and Roadway Network. <br /> · The only change noted was that not widening the roadway would reduce travel speeds <br /> along this section of West Las Positas Boulevard relative to a 4-lane divided roadway. <br /> Not widening the roadway would result in a collective driving time increase of about <br /> four hours of travel time during the morning and evening peak hours. <br /> · The miles traveled by local drivers remained the same in both alternatives. <br /> · No cut-through traffic uses West Las Positas Boulevard east of Fairlands Drive during <br /> the Morning or Evening peak Hours whether the roadway is two or four lanes wide. <br /> * The 4-lane and 2-lane alternatives resulted in the same Level of Service at all study <br /> intersections. <br /> <br />Proposed Widening/History: Foothill Road to Muirwood Drive <br /> <br />The 1996 General Plan Roadway Network assumed that between 2000 and 2005, West Las <br />Positas Boulevard would be widened to be a 4-lane divided road from Foothill Road to Hopyard <br />Road. The interchange portion of this planned network, including overpass widening, is <br />addressed under the "West Las Positas Boulevard Interchange" section of this report; this <br />section covers that portion of the road between Foothill Road and Muirwood Drive. <br /> <br />This section of roadway has the two center lanes undeveloped, with interim landscaping in <br />place within the median. A part of the City's original 1960's planning which anticipated much <br />more extensive development along Foothill Road and West Las Positas Boulevard being the <br />only interchange with 1-680 north of Bernal Avenue (no Stoneridge Drive interchange was <br />planned), this segment was installed as two lanes within a four-lane right-of-way by the initial <br />area developers.
