The reductions in cut-through VMT on City roadways indicates that <br />about 100 cut-through vehicles either stayed on the freeway, or utilized east/west streets in <br />Dublin instead of Pleasanton surface streets. <br /> <br />Evening Peak Hour Congestion Levels <br />At the 135 study intersections, traffic volumes collectively decrease by about 910 vehicles per <br />hour (VPH) during the evening peak hour when the Vineyard Avenue widening is removed from <br />the 1996 General Plan Roadway Network. Traffic collectively decreases by about 230 VPH at <br />the 37 intersections in the City with 35 seconds or more of average delay, and decreases by <br />about 680 VPH at the 98 other study intersections when the extension is removed from the <br />network. <br /> <br />Due to the number of possible roadway alternative combinations, the resulting LOS calculations <br />will be performed based on future traffic model runs based on a more refined roadway network <br />alternatives combination. The above traffic increases or decreases may occur on non-critical <br />approaches to many intersections and have little impact on congestion at the intersections. <br /> <br />6. West Las Positas Boulevard Widening <br /> <br />Proposed Widening/History: East of Santa Rita Road <br /> <br />The 1996 General Plan network assumes West Las Positas Boulevard will be a four-lane <br />divided roadway from Santa Rita Road to easterly to its easterly terminus. Originally built as a <br />four-lane residential arterial, this roadway has been re-striped easterly of the first block to be <br />two lanes with a very wide bike lane, and stop signs have been added as traffic-calming <br /> <br />SR 05:027 <br />Page 57 <br /> <br /> <br />
