The traffic model forecasts that if this section of Vineyard Avenue is only two lanes wide
instead of four lanes wide, the driving time for local drivers on existing local roadways would
collectively increase by 596 hours during the evening peak commute hour due to increased
congestion and traffic rerouting. Annually, this is roughly equal to 155,000 extra hours of
driving time during the 4:30 to 5:30 PM peak hour.

By reducing the width of this section of Vineyard Avenue to two lanes wide instead of the four
shown in the 1996 General Plan Roadway Network, local drivers would drive about 968 miles
further during the evening peak hour along existing local City roadways to reach their
destinations. Annually, this equates to about 252,000 extra miles driven per year during the 4:30
to 5:30 PM peak hour. This represents about 12,600 extra gallons of fuel consumed per year and
tons of additional automotive emissions.

The following two tables summarize how evening peak hour driving time and distances
increase for local drivers when the additional two lanes are removed from the roadway network.

Table 18
Ci ,tywide Change in Vehicle Hours Traveled if Two Lanes on Vineyard Avenue

Were Removed from the General Plan Roadway Network

Trip Purpose

Evening Peak Hour Traffic
Local Collector Minor Major
Streets Streets Arterials Arterials Total

Home / Work 0
Home / School 0
Home / Shop / Social / Recreation 0
Not to / from Home 0

23 I 35 59
0 0 0 0
367 7 14 388
137 1 11 150

Hours spent driving
Hours spent driving
Hours spent driving
Hours spent driving

Total 0
Evening Cut-through traffic 0

527 9 60 596

24 -11 -76 -63

Hours spent driving
Hours spent driving

SR 05:027
Page 56
