volumes only go down 16 to 20 vehicles per hour without the widening along Hopyard <br /> Road between Valley Avenue and Del Valle Parkway. <br />· The roadway widening has no significant impact on local driving times (VHT) or <br /> distances (VMT). <br />· The traffic model forecasts no cut-through vehicles using this section of Hopyard during <br /> the morning or evening peak hours. The widening or lack there of would have no <br /> significant impact on cut-through traffic. <br />· The roadway widening would have no significant impact on congestion (12 VPH AM <br /> and 29 VPH PM) at the 135 study intersections. <br /> <br />4. Dublin Canyon Road Widening - Westerly of Foothill Road <br /> <br />Proposed Widening/History <br /> <br />The 1996 General Plan Roadway Network assumed that between the years 2000 and 2005, <br />Dublin Canyon Road would be widened to be a 4-lane divided roadway from Foothill Road <br />westerly to the City Limits. The 1996 General Plan Roadway Network traffic model included <br />this roadway feature and the intersection lane geometry shown in Figure III-7. With this lane <br />geometry, the model forecasts LOS D conditions at the intersection of Foothill Road and Dublin <br />Canyon Road during the morning peak hour, and LOS F conditions in the evening. <br /> <br />The roadway has been widened from Foothill Road to just westerly of the Farmers' Insurance <br />office building, an improvement paid for through a developer-funded assessment district. <br />Slight right-of-way and widening at the Foothill Road intersection is beneficial to accommodate <br />future intersection configuration to minimize congestion. The intersection improvements are <br />funded by agreement with the shopping center and others. <br /> <br />Westerly of the Farmers Insurance office building, the street has been planned to be developed <br />as a high-capacity two-lane roadway with double left-turn lane and bike lanes. The missing <br />portion of this improvement is funded and awaits final agency approvals to allow two bridges to <br />be widened; it is planned to be constructed in Spring, 2005. To accommodate a full four lanes, <br />additional right-of-way would be required. Insufficient room to fit in this roadway section <br />likely exists as a very steep slope and creek hem in the roadway. <br /> <br />Some minor development remains possible along this frontage. However, the bulk of any <br />widening beyond that planned for this Spring and at the Foothill Road intersection requires City <br />funds. <br /> <br />Model Output <br /> <br />To analyze the pros and cons of widening this roadway from a traffic perspective, the traffic <br />forecasting model was used to study roadway users during the morning and evening peak hour <br />to assess: <br /> <br />SR 05:027 <br />Page 44 <br /> <br /> <br />
