The City has reviewed the Division Street- Del Valle Parkway traffic volumes and intersection <br />on several occasions, each time opting for measures which tend to minimize traffic rather than <br />accommodate it. Del Valle Parkway easterly of Hopyard Road has not been built to its original <br />four-lane configuration, and the General Plan now shows it as a two-lane road. Division Street <br />is likewise not planned to be widened beyond its two-lane configuration. The City most recently <br />chose not to require dedication/reservation of right-of-way at the intersection (from the <br />expanding church) to accommodate the preferred traffic signal lane configuration. A traffic <br />signal while using the existing bridge on Division Street is not practical ifa southbound left-turn <br />lane is included. The existing stop sign was installed as a traffic-calming device, not due to <br />traffic need. <br /> <br />Right-of-way is available for the planned widening (with the caveat about the traffic signal <br />described above). New landscaping has been planted in the area which would be used for <br />widening, particularly southerly of Black Avenue. Between Valley Avenue and Black Avenue, <br />there are already two southbound lanes but one northbound lane until reaching the shopping <br />center at the northerly ends. <br /> <br />There is no new planned development along this route. Funding would be from local traffic fees <br />or City General Fund revenues. <br /> <br />Model Output <br /> <br />To analyze the pros and cons of widening this roadway from a traffic perspective, the traffic <br />forecasting model was used to study roadway users during the morning and evening peak hour <br />to assess: <br /> <br />· Who would use the widened roadway (local or cut-through)? <br />· Where were Pleasanton drivers coming from or going to as they used the road? <br />· What was the purpose of the trip (work, school, shop, recreation, etc.)? <br />· What impact did the roadway widening have on driving times and driving distances for <br /> local drivers? <br />· How did the roadway widening effect traffic volumes at 135 City intersections? <br />· How did the roadway widening effect cut-through traffic in Pleasanton? <br /> <br />The following is a summary of the traffic forecast model outputs assuming Buildout of the 1996 <br />General Plan Land Use and Roadway Network. <br /> · At Buildout, Hopyard Road north of Del Valle Parkway carries about 700 vehicles per <br /> hour (VPH) during the morning peak hour. Without the widening, traffic volumes only <br /> go down by two vehicles per hour during the morning peak hour along Hopyard Road <br /> between Valley Avenue and Del Valle Parkway. <br /> · At Buildout, Hopyard Road north of Del Valle Parkway carries about 1,200 vehicles per <br /> hour (VPH) during the evening peak hour.
