<br />30. No existing oak tree shall be removed. The applicant shall post cash, letter of credit, or <br />other security satisfactory to the Planning Director in the amount of $5,000 for each tree <br />required to be preserved, up to a maximum of $25,000. This cash bond or security shall <br />be retained for one year following acceptance of public improvements or final building <br />inspection of the home, whichever is later, and shall be forfeited or partially refunded if <br />the trees are destroyed or substantially damaged. <br /> <br />Grading and Engineering Design: <br /> <br />31. A final grading and storm drainage plan shall be submitted with the building permit plan <br />set for review and approval by the City Engineer and the Planning Director before issu- <br />ance of a building permit. The grading and drainage plan shall be designed by a Califor- <br />nia State licensed Civil Engineer and shall include, but not be limited to, the following <br />information: <br /> <br />a. Pad and finished floor elevations; <br /> <br />b. Existing and proposed contours; <br /> <br />c. Top and bottom spot elevations along retaining walls and exterior walls of the struc- <br />tures; and, <br /> <br />d. Calculations of total cut, fill, and graded surface area for the structure, parking and <br />driveways. <br /> <br />32. The applicant shall design a drainage system which directly ties into an approved City <br />storm drain system. The applicant shall provide the design of this storm drain connection <br />to the Planning Director and City Engineer for review and approval prior to the issuance <br />of a building permit for this project. <br /> <br />33. The applicant shall include erosion control measures on the final grading plan. The appli- <br />cant is responsible for ensuring that the contractor is aware of such measures. All cut and <br />fill slopes shall be revegetated and/or stabilized and irrigated as soon as possible after <br />completion of grading or by September 15, whichever occurs first, so that the vegetation <br />is established before October 15. No grading shall occur between October 15 and April <br />15 unless approved erosion control measures are in place to the satisfaction of the Build- <br />ing Department. Such measures shall be maintained by the owner until such time as per- <br />manent landscaping is established. <br /> <br />34. The applicant shall apply for and receive an encroachment permit prior to the start of con- <br />struction. An erosion control and hazard abatement cash bond, in the amount of <br />$2,000.00, shall be posted with receipt of the encroachment permit and shall be main- <br />tained throughout the construction period. <br />
