<br />35. If the rim elevation of the upstream public sanitary sewer is at an elevation higher than <br />that of the lowest finish floor of a room having plumbing fixtures, a back-flow prevention <br />device (check valve) shall be installed on the lateral between the house and public sani- <br />tary sewer line. <br /> <br />36. A "line of maximum permitted grading" shall be shown on the final site plan and the <br />grading and drainage plan for review and approval by the Planning Director before issu- <br />ance of a building and/or grading permit. Site areas located outside this "maximum grad- <br />ing line" shall remain natural grade. This "maximum grading line" shall be "staked" and <br />verified on the site in accordance with the approved plans by the Director of Building In- <br />spection before grading begins. The "staking" shall remain in place during all grading <br />activity. <br /> <br />Landscape and Irrigation Design: <br /> <br />37. The final landscape plan and irrigation plan shall be submitted to and approved by Plan- <br />ning Director as part of the building permit plan set prior to issuance of a building permit. <br />The irrigation design shall utilize low-volume drip, bubbler, or other water conserving <br />irrigation systems to the maximum extent possible, particularly in areas which are adja- <br />cent to off-site vegetation and open space areas. <br /> <br />38. All trees used in landscaping shall be a minimum of fifteen (15) gallons in size and all <br />shrubs shall be a minimum of five (5) gallons, unless otherwise shown on the approved <br />landscape plan. <br /> <br />39. All landscaping and irrigation shall be installed by the homeowner within nine (9) months <br />of occupancy. The applicant shall arrange a landscape/irrigation site inspection with the <br />Planning Department staff within thirty (30) days of completion of the landscape and irri- <br />gation system installation. <br /> <br />Urban Clean Water Runoff Conditions <br /> <br />40. The applicant shall include erosion control/storm water quality measures on the final <br />grading plan which shall specifically address measures to prevent soil, dirt, and debris <br />from entering the storm drain system. Such measures may include, but are not limited to, <br />hydro seeding, hay bales, sandbags, and siltation fences and are subject to the review and <br />approval of the City Engineer/Director of Building Inspection. If no grading plan is re- <br />quired, necessary erosion control/storm water quality measures shall be shown on the site <br />plan submitted for an on-site permit, subject to review and approval of the Director of <br />Building Inspection. The applicant is responsible for ensuring that the contractor is aware <br />of and implements such measures. <br /> <br />41. All cut and fill slopes shall be revegetated and stabilized after completion of grading, but <br />in no case later than October 15. Hydroseeding shall be accomplished before September <br />15 and irrigated with a temporary irrigation system. <br />
