<br />Resolution No. PC-96-52 <br />Page 3 <br /> <br />The design of the proposed bank stabilization measures to be installed along the <br />Arroyo Del Valle, e.g., covering the concrete/rip-rap material with a layer of soil <br />and native grasses, implements Policy 3 ofthe Conservation and Open Space Ele- <br />ment (p. VII-II) which states, "Preserve stream beds and channels in their natural <br />state, except where needed for flood and erosion control." <br /> <br />As previously stated, noise impacts from the Union Pacific Railroad and Del <br />Valle Parkway will be mitigated as specified in the Noise Element of the Pleasan- <br />ton General Plan for residential uses. <br /> <br />C. The proposed development plan is compatible with previously developed proper- <br />ties located in the vicinity ofthe site: <br /> <br />The proposed project is designed in a manner that capitalizes on the Arroyo Del <br />Valle as an amenity, maintaining its open character with unobstructed views from <br />the project to the channel. No fence is provided along the arroyo, the project's <br />main private street is located alongside the arroyo, and the dwellings' primary liv- <br />ing areas face the arroyo. As proposed, the project provides complete access to <br />the arroyo for Zone 7's maintenance vehicles. <br /> <br />The site is an infill property surrounded by a variety of single-family detached <br />homes, townhouses and apartments, and miscellaneous public and commercial <br />land uses. Through neo-traditional building architecture, a stucco-faced masonry <br />wall with brick trim, and extensive detailing of the building surfaces, the overall <br />site and building design avoids the aesthetic concerns often present with a high <br />density residential development. <br /> <br />The rear yard areas of an adjacent single-family property will be screened from the <br />project site by a 7' 0" tall masonry wall. Privacy of the living area of this home <br />will be preserved by a combination of building separations, landscaping, and win- <br />dow locations. <br /> <br />D. The proposed development plan is compatible with the natural, topographic <br />features of the site. <br /> <br />The developable portion of the subject property is flat. Proposed grading on this <br />area would essentially match the existing lay-of-the-land. No grading is proposed <br />within the channel area of the Arroyo Del Valle. <br /> <br />E. The grading in conjunction with the proposed development plan takes into ac- <br />count environmental characteristics and is designed in keeping with the best engi- <br />neering practices to avoid erosion, slides, or flooding to have as minimal an effect <br />upon the environment as possible. <br />
