<br />Resolution No. PC-96-52 <br />Page 2 <br /> <br />Full public street infrastructure including curb, gutter, and sidewalks, streets, and <br />water, storm, and sanitary sewer lines are present to serve the proposed develop- <br />ment on this site. All on-site infrastructure shall be installed by the project <br />developer. <br /> <br />To insure that adequate parking spaces remain available for guests, the homeown- <br />ers association is provided the ability through the CC&R's to require that residents <br />make space in their garages available for parking and that residents' vehicles are <br />not being parked in the guest parking spaces. <br /> <br />B. The proposed development plan is consistent with the City's General Plan: <br /> <br />The entire project site is designated by the Land Use Element of the Pleasanton <br />General Plan for Medium Density Residential (2-8 dulac) land uses. The project's <br />proposed density, 6.63 dulac, conforms to this land use designation of the General <br />Plan. <br /> <br />The location of the proposed project implements Policy 2 of the Land Use Element <br />(p. II-16) which, "Encourage(s) new housing in infill and peripheral areas which <br />are adjacent to existing residential development." <br /> <br />As stated in the Pleasanton General Plan (p. II-6), "Low and medium density pro- <br />jects which propose densities greater than.....(5 dulac) should be zoned PUD, and <br />should contain sufficient public amenities to compensate for the higher densities." <br />The applicant would fulfill the public amenity requirement by installing a paved, <br />8' 0" wide asphalt bicycle/pedestrian trail within the channel of the Arroyo Del <br />Valle, from the Union Pacific Railroad bridge past Main Street to the existing <br />trailhead located near Vervais Drive. <br /> <br />Program 11.7 of the Pleasanton General Plan (p. VII -15) states: "Develop a sys- <br />tem of bicycle, equestrian and hiking trails to provide connections between major <br />activity areas such as schools, parks and shopping centers." The proposed public <br />trail from the Union Pacific Railroad bridge to Main Street would complete the <br />trail begun by New Cities from Harvest Circle to the railroad, thereby linking the <br />residential areas on Harvest Circle and Del V aile Parkway to the downtown. <br /> <br />I <br /> <br />Program 11.8 of the Pleasanton General Plan (p. VII-IS) states: "Support the rec- <br />ommendations contained in Zone 7's Arroyo Management Plan." The proposed <br />project is designed with some of its units facing a private street located along the <br />arroyo, which closely follows the "Loop Streets" option of Zone 7's Master Plan, <br />thereby preserving the visual access opportunities from the site to the arroyo. <br />
