<br />PLANNING COMMISSION CITY OF PLEASANTON <br /> <br />ALAMEDA COUNTY, CALIFORNIA <br /> <br />RESOLUTION NO. PC-96-52 <br /> <br />RESOLUTION RECOMMENDING APPROVAL OF THE APPLICATION OF P A TCO <br />ENTERPRISES FOR PLANNED UNIT DEVELOPMENT, AS FILED UNDER CASE <br />PUD-96-09 <br /> <br />WHEREAS, Patco Enterprises has applied for Planned Unit Development rezoning and <br />development plan approval for II clustered, single-family detached homes on an <br />approximately 1.66-acre site located at 4110 Del Valle Parkway, between Del <br />Valle Parkway and Arroyo Del Valle; and <br /> <br />WHEREAS, zoning for the property is A (Agriculture) District; and <br /> <br />WHEREAS, at their duly noticed public hearing of July 10, 1996, the Planning Commission, <br />after considering all public testimony, relevant exhibits, and recommendations of <br />the City staff concerning this application, recommended approval of the proposed <br />negative declaration for Case PUD-96-09; and <br /> <br />WHEREAS, the Planning Commission made the following findings: <br /> <br />A. The proposed development plan is in the best interests of the public health, safety, <br />and general welfare: <br /> <br />Noise impacts from the Union Pacific Railroad and Del Valle Parkway on private <br />rear yards and interior living areas can be mitigated by the combination of a 10' 0" <br />tall solid perimeter masonry wall facing the railroad right-of-way, a 6' 0" to 8' 0" <br />tall solid perimeter masonry wall facing Del Valle Parkway, special glazing on <br />windows and sliding doors, and by equipping the homes with forced-air ventila- <br />tion. These measures will reduce exterior and interior noise levels to the levels set <br />forth by the Noise Element of the Pleasanton General Plan: railroad noise -- 70 <br />dB Ldn for outdoor areas, 50 and 55 dBA for interior bedroom and living areas, <br />respectively; vehicular noise -- 60 dB Ldn for outdoor areas and 45 dB Ldn for in- <br />terior living areas. <br /> <br />According to the United States Department of Housing and Urban Development <br />Flood Hazard Maps, no portion of the site will be affected by the 100-year or the <br />500-year floods. <br />
