<br /> <br />Climate and Sustainability Page 1 of 5 November 19, 2025 <br />Communications <br /> <br /> <br /> Energy and Environment Commission <br />Agenda Report <br /> November 19, 2025 <br /> Item 7 <br /> <br /> TITLE: CLIMATE AND SUSTAINABILITY COMMUNICATIONS <br /> <br />SUMMARY AND RECOMMENDATION <br />This past year, the Commission has requested a larger presence of climate and sustainability <br />topics across the City’s communications platforms. As such, an item on staff’s Sustainability <br />work plan for this fiscal year is to bolster climate and sustainability communications. Staff has <br />analyzed the potential pathways to pursue this effort and is bringing forward this item for <br />review by the Commission. <br /> <br />Staff recommends that the Commission develop a communications framework that will be <br />implemented, as appropriate, by the Communications Manager. Staff additionally recommends <br />that, if desired, a subcommittee be formed that can assist in drafting communications content <br />and discuss the communications strategy more often than the quarterly Commission meetings <br />allow. <br /> <br />BACKGROUND AND DISCUSSION <br />Climate and sustainability initiatives are spread across several City Departments, including <br />Community & Economic Development, Library & Recreation, and Public Works. Below are <br />examples of climate and sustainability work spanning across the City: <br />• Community and Economic Development- Responsible for overseeing the <br />implementation of the Climate Action Plan 2.0 (CAP 2.0), tracking greenhouse gas <br />reductions, and managing energy and transportation programs. Additionally, oversees <br />implementation of the Bicycle & Pedestrian Master Plan and manages the City’s <br />transportation network (including planning and operating sidewalks and bikeways). <br />• Public Works- Responsible for the maintenance and improvement of public buildings, <br />facilities, parks, and trails. Oversees the Urban Forest Master Plan and tree <br />preservation across the City. Houses City water and sewer services (including <br />managing recycled water programs, water conservation efforts, clean water program, <br />etc.) and houses waste and recycling services (implements SB 1383, recycling <br />initiatives, waste reduction, compost program, etc.). Additionally, Public Works manages <br />fleet vehicles and infrastructure and is overseeing the fleet transition to EVs. <br />• Library & Recreation- Oversees library services and recreation programming, <br />including environmental education programs for the community. <br /> <br />Additionally, the Livermore-Pleasanton Fire Department and City Manager’s Office are critical <br />in improving resilience and minimizing risk to climate-related natural disasters. <br /> <br />Each Department handles its respective communications plans in coordination with the City’s <br />Communications Manager (housed in the City Manager’s office). The Communications <br />Manager oversees all social media content, newsletters, press releases, and engagement <br />strategies around citywide communications. <br />
