<br />Resolution No. PC-96-2? <br />Page 2 <br /> <br />It also is consistent with proposed General Plan recommendations to zone <br />properties to encourage development in infill areas. The proposal to implement <br />the High Density Residential land use designation through the construction of <br />single-family detached housing, rather than a typical attached multi-family <br />product, helps to achieve General Plan policies of providing a variety of housing <br />types throughout the City. <br /> <br />C. The plan is compatible with previously developed properties in the vicinity and <br />the natural, topographic features of the site: <br /> <br />The site is an infill property surrounded by a variety of residential uses, although <br />the majority of sites on this north side of Vineyard Avenue are zoned for and <br />developed with multi-family, high density residential development. Similarly to <br />the rest ofthe properties on the north side of the street, the site slopes downward <br />from the street as the terrain slopes towards the Arroyo Del Valle to the north. <br />The applicant has taken into account the grade differences between this site, the <br />street, and the adjoining properties. Selective use of retaining walls and privacy <br />fencing helps to address this topographical constraint. Grading for the proposed <br />project would involve minimal cut and fill grading operations in order to produce <br />the required minimal slopes necessary to achieve proper drainage of stormwater <br />from the residential lots and streets into the subterranean storm water runoff <br />collection system which flows to the Arroyo Del Valle. Grading conducted on the <br />site will be subject to engineering and building standards prior to any <br />development. <br /> <br />D. The grading takes into account environmental characteristics and is designed in <br />keeping with the best engineering practices to avoid erosion, slides, or flooding to <br />have as minimal an effect upon the environment as possible. <br /> <br />Although the site is not flat, little grading is necessary and will be limited to <br />building pads and creation of yard areas. Retaining walls will be necessary in <br />some areas to create flat yard areas and account for grade differences between this <br />site and adjoining properties, particularly the property to the north and west. As <br />conditioned, the design of the proposed development would provide adequate <br />drainage to prevent flooding. Erosion control and dust suppression measures will <br />be documented in the final map and will be administered by the City's Building <br />and Public Works Departments. Urban cleanwater runoff measures will be <br />incorporated into the project through conditions of approval. The property is not <br />located in the Alquist-Priolo Study Zone. According to the United States <br />Department of Housing and Urban Development Flood Hazard maps, no portion <br />of the site is located in a flood hazard zone. <br /> <br />----------.--...---------.---.--..-.--..---.-----. <br />
