The streets and buildings have been designed and located to complement the <br />natural terrain and landscape: <br /> <br />As conditioned, the streets and buildings have been located and designed to <br />complement the natural terrain by creating only minor changes to the site's <br />sloping topography. Although the new homes will be slightly below the street <br />elevation, the applicant has provided enough separation between the street and the <br />home to provide adequate yard area and sufficient landscaping to shield the yards <br />and homes from passers-by. Only low retaining walls will be needed to create <br />these yard areas and the driveway access from Vineyard Avenue. The applicant <br />has given considerable attention to the details of the design of the buildings to <br />ensure that they provide an attractive appearance from the street and surrounding <br />properties. <br /> <br />F. Adequate public safety measures have been incorporated into the design of the <br />plan: <br /> <br />Access to the site and the on-site driveway width meet City standards which <br />would ensure that adequate access is provided to all structures for police, fire, and <br />other emergency vehicles. No home is located over 150 feet from the street, so no <br />additional on-site fire safety measures are necessary. <br /> <br />G. The plan conforms to the purposes ofthe PUD District: <br /> <br />The proposed PUD rezoning and development plan conforms to the purposes of <br />the PUD district. One of these purposes is to insure that the desires of the <br />developer and the community are understood and approved prior to <br />commencement of construction. Another is to provide a mechanism whereby the <br />City can designate parcels and areas requiring special consideration regarding the <br />manner in which development occurs. The proposed project conforms to these <br />purposes because the small size of the site and its infill character require special <br />attention to ensure that development is appropriately scaled for the site and its <br />location in a mixed residential area. <br /> <br />WHEREAS, the Planning Commission determined that the proposed PUD rezoning and <br />development plan are consistent with the General Plan and purposes of the PUD <br />ordinance. <br /> <br />-_._..-~-_._,._---_..._-_.._- - <br />
