<br />Resolution No. PC-96-l0 <br />Page 9 <br /> <br />15. If the Planning Director determines that parking problems are created on-site and <br />it is determined that garage spaces are being used for storage areas in spite of <br />management's best efforts, the Planning Director may require the following <br />remediation in order of severity: <br />a. Partition walls shall be removed between garage spaces to discourage the <br />secure storage of personal items; <br />b. Garage doors shall be removed to discourage storage of unsecured <br />personal items; <br />c. The garages themselves shall be removed and converted to open parking <br />spaces or carport parking spaces. <br /> <br />Landsc&pin~ and Tree Preservation <br /> <br />16. A final landscape plan and irrigation plan shall be submitted to and approved by <br />Planning Director as part of the building permit plan set prior to issuance of an <br />on-site permit. Said landscape plan shall be consistent with the approved <br />landscape plan plus any conditions of approval, and shall be detailed in terms of <br />species, location, size, quantities, and spacing. Said landscape plan shall include <br />the following: <br /> <br />a. Details of the exact location, size, density, and species of all landscape <br />material within the PSE. All plantings and locations shall be according to the <br />Hacienda Design Guidelines, unless otherwise approved by the Hacienda Owners' <br />Association. <br /> <br />b. Details and cross sections of the berms within the PSE. A cross-section of <br />the PSE shall indicate the location of the curb, sidewalk, berming and curb of the <br />parking area on the interior side ofthe PSE, and shall include spot elevations. <br />Slopes on the berms shall not exceed 3: 1 and all berms shall meet the length and <br />height dimensions as required by the Hacienda Design Guidelines. Sidewalks <br />shall be installed in accordance with the requirements of the Guidelines (except <br />for width), and in accordance with City of Pleasant on standards. <br /> <br />c. Retaining walls, along the interior side ofthe PSE, if necessary, shall be <br />constructed of concrete and shall be subject to the approval of the Hacienda <br />Owners' Association. Retaining walls shall not exceed a height of two feet unless <br />otherwise approved by the Planning Director and the Hacienda Owners' <br />Association. <br /> <br />d. A larger percentage of evergreen tree species (at least three) shall be <br />included in the plant palette. These additional evergreen species shall be used in <br />place of some of the Canary Island pines. Said species shall be located primarily <br />throughout the parking and drive aisle median planters and between carports and <br />buildings. Ideally, these trees should be a fast-growing specie with larger <br />canopies, or provide visual interest through color or form. <br />
