page 2 of 21 42562.1 <br />via a terminus located in Pleasanton immediately south of Interstate 580, between the Station <br />and BART’s parking lots. <br />F.In 2012 and 2015 respectively, the City’s 4th and 5th Cycle Housing Element designated the <br />Site for a minimum of 249 units at a minimum density of 30 dwelling units per acre, and in <br />2023, in the 6th Cycle Housing Element1, that number was revised and increased to a <br />minimum of 555 units at a minimum density of 75 dwelling units per acre. The 2023 Housing <br />Element also called for the City to: <br />1.Develop and adopt objective design standards for the Site by March 2023, which was <br />completed, <br />2.Work with BART to complete a concept plan for the Site with input from the community <br />by December 2026, <br />3.Ensure that the plan adequately addresses parking for both existing commuters and new <br />uses while aiming to implement strategies to reduce and manage overall parking demand, <br />and <br />4.Work with BART to actively pursue development interest in the Site, including soliciting <br />developer input on the plan during plan preparation, with the aim of BART issuing a <br />Request for Proposal(s) by 2028 or 2029 to pursue development of the site during the 6th <br />Cycle Housing Element planning period. <br />G.In 2019, key development standards were incorporated into the Hacienda Design Guidelines <br />and Standards for other high density housing sites in the vicinity, some of which have since <br />been developed. <br />H.In 2024, the Metropolitan Transportation Commission (“MTC”) awarded the City a Priority <br />Sites Technical Assistance grant in the amount of $250,000 to perform work related to the <br />Site. The City and BART jointly developed the scope of consulting services to be <br />performed under this grant (“Priority Sites Scope of Work”), attached hereto as Exhibit 5. <br />I.In 2025, MTC awarded the City two Transit-Oriented Communities grants to perform work <br />related to the Site (“TOC Scope of Work”): a Parking Management grant in the amount of <br />$150,000 and a Station Access and Circulation grant in the amount of $150,000. <br />J.In 2026, BART plans to implement improvements to the IHT through the Station area to better <br />connect the IHT to BART from both sides of the station as well as to other trails and bikeways, <br />and homes and businesses along the trail.
