RESOLUTION NO. 2025-037-1 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PLEASANTON TO APPROVE A MEMORANDUM OF UNDERSTANDING BETWEEN THE CITY OF PLEASANTON AND THE SAN FRANCISCO BAY AREA RAPID TRANSIT DISTRICT TO COOPERATIVELY PLAN FOR AND CONSIDER DEVELOPMENT AT AND AROUND THE BART STATION IN PLEASANTON WHEREAS, the City re-adopted its 6th Cycle Housing Element on September 19, 2023, following certification from the California Department of Housing and Community Development (HCD) on August 25, 2023; and WHEREAS, Program 1.3 of the Housing Element calls for the preparation of a Concept Plan for the Pleasanton side of the "east" Dublin/Pleasanton San Francisco Bay Area Rapid Transit District (BART) station to evaluate site planning configurations, address parking for commuters and new uses while aiming to implement strategies to reduce and manage overall parking demand, and actively pursue development interest in the site; and WHEREAS, in 2024, the City received Priority Sites Technical Assistance grant funding from MTC-ABAG to facilitate the planning for the site and support a consultant team to assist with the effort; and WHEREAS, the City, BART, and MTC-ABAG staff have collaboratively worked together on a project scope for the BART Concept Plan and have secured the services of a consultant team; and WHEREAS, the City and BART (as the property owner) acknowledge that close collaboration is imperative for the site's planning and ultimately the development of housing and potentially other non-residential uses, and agree that a Memorandum of Understanding (MOU) would both facilitate and memorialize the cooperative and collaborative nature of this effort. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF PLEASANTON DOES RESOLVE, DECLARE, DETERMINE AND ORDER THE FOLLOWING: SECTION 1. The City Council of the City of Pleasanton hereby approves the MOU between the City and BART, Exhibit A to this resolution, to cooperatively plan for potential development at and around the Pleasanton side of the Dublin/Pleasanton BART Station. SECTION 2. This resolution shall become effective immediately upon its passage and adoption. PASSED, APPROVED AND ADOPTED by the City Council of the City of Pleasanton at a regular meeting held on July 15, 2025.
