<br />Resolution No. PC-96-01 <br />Page 2 <br /> <br />(fronting on a roadway separating the two uses) would enhance the accessibility <br />and use of the existing City park (policy 11, Conservation and Open Space <br />Element). <br /> <br />Other applicable General Plan policies with which the project would be consistent <br />include separating vehicular, bicycle, and pedestrian traffic through the <br />installation of sidewalks along the street frontages that surround the site (Policy 6, <br />Circulation Element), requiring all structures to meet energy conservation <br />requirements, (Policy 13, Conservation and Open Space Element), and providing <br />outdoor and indoor living areas within acceptable noise levels (Policy Policies I <br />and 3, Noise Element). <br /> <br />The proposed vesting tentative map will not affect any issue addressed at the PUD <br />stage which would change the project's compatibility with the General Plan. <br /> <br />2. The site is physically suitable for this type of development and density. <br /> <br />The project site is an "infill" site located within an area of developed utility and <br />roadway infrastructure. The extension of these existing utilities and roadways to <br />serve a development of this density would be consistent with the design of these <br />existing facilities. <br /> <br />The site is relatively flat. Grading for the proposed project would involve <br />minimal cut and fill grading operations in order to produce the required minimal <br />slopes necessary to achieve proper drainage of stormwater from the residential <br />lots and streets into the City's subterranean storm water runoff collection system. <br />Grading conducted on the site will be subject to engineering and building <br />standards prior to any development. The grading plan has been designed in order <br />that the floor elevations of the new structures would be consistent with those of <br />the existing residences. Additional review and inspection is required as part of the <br />construction of the residential units to ensure that there are no unforeseen impacts. <br /> <br />3. The design of the subdivision and proposed improvements will not cause <br />substantial environmental damage or substantially and avoidably injure fish or <br />wildlife or their habitat. <br /> <br />There are no known fish and wildlife habitats or rare, endangered, or threatened <br />species of flora or fauna known to inhabit the project site. There are <br />approximately ten existing trees within the area of the proposed project. Eight of <br />these trees, all of them eucalyptus sideroxylon, are considered Heritage Trees per <br />the City's ordinance. These trees are within the area of the proposed <br />improvements, but are on the portion of the site which is currently part of the <br />City's Hansen Park. All eight of the eucalyptus trees are proposed to be removed <br />because they are within the proposed roadway right-of-way and within areas of <br />the building lots to be graded.
