Adopt the attached Resolution approving the allocation of HHSG funds for FY 2025/26 (as <br />listed in Table A) and authorize the City Manager and/or his designee to enter into individual <br />contracts with each agency receiving HHSG funds and take all other actions necessary to <br />carry out the HHSG program for FY 2025/26. <br /> <br />BACKGROUND <br />Established in 2010, the City of Pleasanton Housing and Human Services Grant (HHSG) <br />program consolidates funding from CDBG, HOME, LIHF, and City General Funds into a single <br />grant program. The Human Services Commission reviews applications annually and <br />recommends funding to the City Council. Previously, human services and housing-related <br />applications were reviewed by separate commissions; however, in May 2024, the City <br />consolidated the Housing Commission with the Planning Commision. Since the majority of the <br />housing-related grant applications also have a strong human services component, the review <br />of all applications and program recommendations moved to the Human Services Commission, <br />starting with the fiscal year (FY) 2025/26 grant cycle. <br /> <br />FY 2025/26 HHSG Process <br />The FY 2025/26 HHSG application period opened for nonprofit applicants on November 25, <br />2024. The City posted an online application package (Attachment 4) and notified nonprofit <br />agencies in the Tri-Valley. This year, the grant process allowed agencies to complete a single <br />online application for the three cities of Dublin, Livermore, and Pleasanton. This change was <br />an effort to simplify the process for applicants in response to agency feedback on the time it <br />took to complete each city's separate application in the prior grant cycles. <br /> <br />To provide information and details on the HHSG application process, a mandatory joint virtual <br />grant application workshop was conducted via Zoom on December 4, 2024, with 46 attendees <br />from 34 nonprofit organizations in attendance. Applications were submitted online via <br />ZoomGrants on or before the January 17, 2025 deadline. On February 11, 2025, the Joint <br />Human Services Commissions for Dublin, Livermore, and Pleasanton met to hear applicants <br />present their respective programs. The Pleasanton Human Services Commission individually <br />reviewed and scored the applications in ZoomGrants by February 20, 2025 (Attachment 3). <br /> <br />For FY 2025/26, commissioners were requested not to assign funding allocations to individual <br />applications as all City General Fund-supported grants still needed to be considered for <br />funding, contingent upon City Council review and approval of the FY 2025/26 City Budget.
