Page 1 of 7 <br />Item #7.a <br /> CITY COUNCIL AGENDA REPORT <br /> <br />July 15, 2025 <br />Community and Economic Development <br /> <br />TITLE: ADOPT A RESOLUTION APPROVING THE ALLOCATION OF HOUSING AND <br />HUMAN SERVICES GRANT PROGRAM FUNDS FOR THE FISCAL YEAR <br />2025/26 GRANT FUNDING CYCLE <br /> <br />SUMMARY <br />The Pleasanton Housing and Human Services Grant (HHSG) program combines federal and <br />local funding sources into a single grant program. The four sources of HHSG funding include <br />the federal Community Development Block Grant (CDBG) and HOME Investment Partnerships <br />(HOME) programs, the City's Lower Income Housing Fund (LIHF), and the City's General <br />Fund. <br /> <br />The Fiscal Year (FY) 2025/26 HHSG program received 31 applications for funding from a <br />range of agencies serving a variety of community needs. For the FY 2025/26 grant funding <br />cycle, the HHSG recommendations were considered in two phases to align with the timing of <br />federal funding allocations and the City's current budget development process. Phase One <br />considered funding allocations from the non-General Fund sources (CDBG, HOME, and LIHF), <br />and Phase Two considered City General Fund-supported grant programs after the final <br />approval of the City's two-year budget process. The recommendations for both phases, <br />inclusive of input from the Human Services Commission, are presented for City Council review <br />and approval. Recommendations and timing for the proposed CDBG and HOME allocations <br />will align with the U.S. Department of Housing and Urban Development (HUD) 5-Year <br />Consolidated Plan for FY 2025-2029 and Annual Action Plan timeline requirements. <br /> <br />Collectively, $694,166 would be allocated to various programs. This report summarizes the <br />applications that were received for the HHSG program and provides a funding <br />recommendation to allocate funds beginning July 1, 2025. <br /> <br />RECOMMENDATION <br />1.
