Fees for the work ranged from $159,493 per year to <br />$1,920,920 per year, and from $55 to $150 per hour for the as-needed services that may be <br />required outside of the defined scope of work. <br /> <br /> <br /> <br />After reviewing all the RFP responses, staff determined that the proposal from Terra <br />Landscape most fully met the criteria and qualifications for the project. Terra Landscape <br />provided the lowest three-year bid, and the lowest average as-needed hourly rate of the <br />proposals submitted. Terra Landscape’s implementation plan, experience with the City’s weed <br />abatement, and bid amount made them the most qualified. Furthermore, Terra Landscape has <br />satisfactorily executed the same contract for the City for the past ten years. <br /> <br />DISCUSSION <br />Weed abatement work is an important routine maintenance service that improves the safety of <br />the community by upkeeping the landscaped area to reduce the amount of vegetation for fire <br />safety. As part of this agreement, weeds that emerge from cracks and along roadsides and in <br />non-landscaped medians are controlled to avoid line-of-sight issues that can be hazardous to <br />drivers, pedestrians, and cyclists, as well as reducing fire hazard related to overgrown <br />vegetation. Additionally, v-ditches and swales will be maintained under this agreement to <br />reduce the likelihood of localized flooding and clogged storm drain inlets. Under this contract, <br />151 individual sites are addressed, covering approximately 100 acres. The scope of work is <br />divided into ongoing routine work to keep water tanks, pump stations, and roadsides weed- <br />free, and annual grass and weed trimming in May to reduce fuel loads in preparation for the <br />wildfire season. <br /> <br />EQUITY AND SUSTAINABILITY <br />Weed abatement in City-maintained areas reduces fire hazards and increases public safety for <br />the entire Pleasanton community. By continuing to implement a robust weed abatement <br />program, the City will maintain the safety of its open space and City-owned parcels as well as <br />ensure a well-maintained community for residents, visitors, and businesses. <br /> <br />OUTREACH <br />No outreach was conducted, as this item is a routine matter of City business. <br /> <br />STRATEGIC PLAN ALIGNMENT <br />Approval of this action advances the Citywide ONE Pleasanton strategic plan goal of Investing <br />in Our Environment, by contributing the maintenance of infrastructure and public facilities and <br />promoting sustainability. <br /> <br />FISCAL IMPACT <br />Funding for the agreement is allocated in the General Fund (001), Parks Maintenance Division <br />Docusign Envelope ID: 2B88315C-9082-45D6-9658-94BC219C6718
