<br />TITLE: AUTHORIZE THE CITY MANAGER TO ENTER INTO A MAINTENANCE AND AS-
<br />NEEDED SERVICES AGREEMENT WITH TERRA LANDSCAPE FOR WEED
<br />ABATEMENT SERVICES FOR A TOTAL NOT-TO-EXCEED AMOUNT OF
<br />$547,651 FOR A THREE-YEAR TERM WITH THE OPTION TO EXTEND THE
<br />AGREEMENT FOR TWO ADDITIONAL ONE-YEAR TERMS, WITH A TOTAL
<br />AGREEMENT AMOUNT NOT TO EXCEED FIVE YEARS AND $982,921
<br />
<br />SUMMARY
<br />The City is responsible for weed abatement within Pleasanton, which are carried out at various
<br />locations, including roadsides, drainage ditches, curbs, sidewalks, industrial sites, bioswales,
<br />and open space parcels. The current contract with Terra Landscape for weed abatement
<br />services expired on June 30, 2025.

<br />A Request for Proposal (RFP) seeking weed abatement services was advertised on July 1,
<br />2025. Upon reviewing the three submitted proposals, Terra Landscape was selected as the
<br />most qualified contractor. Staff recommends awarding a maintenance and as-needed services
<br />agreement to Terra Landscape in the not-to-exceed amount of $547,651, inclusive of a 15
<br />percent contingency per year, for a three-year term with the option to extend the agreement for
<br />two additional one-year terms, not to exceed five years and $982,921.

<br />RECOMMENDATION
<br />1. Approve and authorize the City Manager to enter into a three-year maintenance and as-
<br />needed services agreement with Terra Landscape from September 1, 2025, to June 23,
<br />2028, in the amount of $547,651 with a not-to-exceed amount of $152,847 for fiscal
<br />year (FY) 2025/26 (September to June), $192,588 for FY 2026/27, and $202,216 for FY
<br />2027/28, inclusive of a 15 percent contingency per year.
<br />2. Authorize the City Manager to exercise two optional one-year agreement extensions,
<br />provided upon satisfactory performance at the end of the agreement’s three-year term,
<br />with an increase based on the Consumer Price Index (CPI) in the fourth and fifth years,
<br />with a total contract amount not to exceed five years and $982,921.

<br />BACKGROUND
<br />Weed abatement work covered under this agreement is conducted at 151 locations
<br />throughout the city, including roadside rights-of-way, City-owned lots, open space locations,
<br />non-landscaped medians, swales, water and sewer facility sites, and v-ditches.
<br />
<br />As the current contract for services expired on June 30, 2025, a Request for Proposals (RFP)
<br />was formally advertised on July 1, 2025, seeking weed abatement services. Three proposals
<br />were received for this project on July 23, 2025, from Terra Landscape, H & N Enterprises, and
