The ultimate outcome of the meeting should be the establishment of clear goals that align <br />with the strategic objectives of the City Council, including identification of how progress in <br />achieving these goals will be measured throughout the year (i.e., performance measures). <br />7. Prepare Summary Reports <br />I will prepare reports following the meetings which summarize the goals and performance <br />measures which were agreed upon. <br />The following deliverables will be provided as part of the performance evaluation process: <br /> Two self-assessment outlines, one for the City Manager and the other for the City Attorney. <br /> Two detailed reports summarizing the feedback obtained from the City Council interviews <br />and senior staff interviews (City Manager’s report). <br /> Two reports prepared at the conclusion, summarizing agreed-upon goals and <br />performance measures. <br /> <br />Qualifications of Consultant Staff <br /> <br />I will personally conduct all work outlined in this proposal, including conducting interviews, <br />preparing written reports, and facilitating the meetings with the City Council. I do not utilize <br />subconsultants in any aspects of my work. <br />I have extensive experience with facilitated performance evaluations, having facilitated 67 <br />processes to date since 2020. Some of this work was performed as an employee of the former <br />consulting firm Management Partners, while I have facilitated 36 processes as Daniel Keen <br />Consulting since 2023. The majority of these evaluations were for city managers (44) and city <br />attorneys/general counsels (9). Several clients have asked me to facilitate performance evaluation <br />processes over multiple consecutive years. <br />I was a city manager for 22 years in five diverse communities across the State of California: La <br />Palma, Seaside, Novato, Concord, and Vallejo. As a city manager, I experienced my own share of <br />performance evaluation processes, including the facilitated approach I now utilize. The <br />effectiveness of that process convinced me to begin consulting in this field after I retired. <br />I have extensive experience working with mayors, city council members and other elected <br />officials, both as a city manager and consultant. As city manager, I worked successfully with many <br />“divided” councils, and in retirement I have co-authored two published articles regarding the <br />facilitated evaluation process and methods to improve City Council meetings.
