Interview Senior Staff <br />As noted in my cover letter, senior staff are often reluctant to provide feedback about their <br />direct supervisor, particularly if they are concerned about the anonymity of their comments. I <br />have found that response rates to online survey tools with staff are often poor, with the <br />resulting feedback reflecting only a portion of the leadership team’s input. In lieu of a <br />questionnaire for the City Manager’s 360-degree evaluation, I propose conducting one-on- <br />one interviews with up to 10 senior staff members. This approach would allow me to build a <br />rapport with staff members through a personal interview, allay their concerns about <br />anonymity, and provide a more complete picture of the staff’s views on the City Manager’s <br />performance. I will use a set of open-ended questions for these interviews that will be shared <br />in advance. The interviews will be confidential, and the feedback blended and reported <br />anonymously. <br />4. Prepare Report <br />I will prepare two comprehensive draft reports summarizing the feedback obtained from the <br />interviews. The reports will identify major themes, summarize perceptions of strengths and <br />weaknesses, and provide a list of suggested goals and opportunities to enhance working <br />relationships and leadership effectiveness. The City Manager’s 360-degree evaluation feedback <br />will be included in his report, with the results presented separately from the Council’s feedback. <br />5. Review Draft Reports <br />Prior to the closed sessions with the City Council, I will review the draft reports with the City <br />Manager and the City Attorney in separate meetings online. During these meetings, I will provide <br />additional insight from the interviews, and answer questions they may have about the feedback <br />while maintaining the anonymity of the interviews. The reports will be edited as needed to provide <br />additional clarity. I will then provide copies of the final reports to the City Manager and City <br />Attorney in advance of the closed session with the City Council. <br />6. Facilitate Evaluation Meetings <br />I will facilitate two meetings with the City Council in Pleasanton to review the interview feedback, <br />one for the City Manager’s evaluation and the second for the City Attorney. Each will be present <br />throughout the meeting and participate in the discussion. The meeting will begin with a <br />PowerPoint presentation summarizing the feedback from the interviews. The closed session <br />discussion will focus on the key themes identified during the interviews about perceived strengths <br />and weaknesses and areas where there may be opportunities to increase effectiveness.
