Page 3 <br /> <br /> <br /> <br />PROPOSAL <br /> <br />Project Understanding and Approach <br /> <br />The RFP provided by the City describes an evaluation process which is very similar to the approach <br />I have used over the course of more than 60 performance evaluations in the last 4+ years. My <br />proposal suggests modifications to this approach which I feel would improve the quality of the <br />feedback obtained and ensure that all participants have an equal opportunity to provide their <br />input. <br /> <br />The performance evaluations would be conducted over the course of two to three months, using <br />one-on-one interviews to obtain feedback from the five City Council members. In lieu of a <br />questionnaire for the 360-degree evaluation of the City Manager, I propose interviewing up to 10 <br />senior staff members in the same manner as the Council interviews. <br />The detailed scope of work is as follows: <br />1. Prepare Outline for Self-Assessments <br />I will prepare suggested outlines for the City Manager and City Attorney to aid in their <br />preparation of written self-assessments. I will meet online with each individual to discuss the self- <br />assessments, and if desired, I will review the self-assessments before they are finalized and offer <br />feedback and suggestions. These self-assessments will be submitted by the City Manager and City <br />Attorney directly to the City Council prior to my conducting any interviews. <br />2. Interview Mayor and City Councilmembers <br />In my experience, it can be difficult for all elected officials to find the time to complete <br />questionnaires for performance evaluations, and the results (e.g., completeness, level of detail, <br />timeliness) will vary considerably from one Councilmember to another. I propose that in lieu of <br />asking the Council to complete a questionnaire, I conduct one-on-one interviews via Zoom or <br />Teams with all members of the City Council for both evaluations, using two sets of open-ended <br />questions that will be shared in advance. The interviews will be confidential, and feedback will be <br />blended and reported anonymously.
