The site is physically suitable for this type of development and density. <br /> <br />The topography of the site is fairly flat but sloping slightly downward to the <br />north, towards the Arroyo del Valle. The site is lower than the old railroad bed to <br />the east. Grading is as limited as possible to create building pads and streets with <br />proper drainage and proper elevations for the separate gravity-based sanitary <br />sewer and storm drain system. The applicants have taken care to ensure that the <br />proposed building pad elevations are similar to the elevations of adjoining <br />residential properties to reduce potential visual and privacy impacts. Because of <br />the difference in elevation between the subject site and the adjacent railroad bed, <br />some grading is required at the northeastern property line to accommodate an <br />emergency vehicle access between the end ofthe private street and the trail in the <br />Alameda County. However, this limited amount of grading is appropriate. <br /> <br />3. The design of the subdivision and proposed improvements will not cause <br />substantial environmental damage or substantially and avoidably injure fish or <br />wildlife or their habitat. <br /> <br />The site is an infill property, portions of which are currently utilized by commercial <br />uses or have been developed previously with commercial uses no longer in <br />operation. Surrounding uses are residential to the west and north, and commercial <br />to the south and east. The Arroyo del Valle to the north separates this site from <br />other residential uses. The development is set back far enough from the top of the <br />creek bank to ensure that there is no encroachment of the development into any <br />riparian areas of the Arroyo. A tubular steel fence will separate the development <br />from the creek to ensure that there will be no interference with the existing flora <br />and fauna in the creek area. The applicants have designed the subdivision to retain <br />as many as possible of the healthy trees located within the property, especially <br />along the western property line. Tree protection measures were outlined in the <br />tree report prepared for the development and these measures were incorporated <br />into conditions of approval for the development. Erosion control, stormwater <br />run-off, and dust suppression measures are required during all phases of <br />construction. Conditions of approval require documentation of these measures in <br />the final map and/or grading plans/permits and will be administered by the City's <br />Building Department and Public Works Department. <br /> <br />4. The design of the subdivision is not likely to cause serious public health <br />problems. <br /> <br />All utilities and services will be designed to City standards to ensure the public <br />health and safety. All sanitary sewer mains and laterals will be publicly owned and <br />maintained. Water mains and storm drain lines and outfalls also will be public and <br />publicly maintained. <br />
