Grading for the proposed project would involve minimal activity except <br />for the creation of the semi-subterranean parking lot. The development plan was <br />devised to impact the existing site topography and vegetation as little as possible. <br />The road has been located primarily along the site's western property line. The <br />office building has been designed to appear primarily as a one-story structure from <br />street view, which is complementary to the existing low-scale development along <br />Ray Street. <br /> <br />4. The grading takes into account environmental characteristics and is <br />designed in keeping with the best engineering practices to avoid erosion, <br />slides, or flooding to have as minimal an effect upon the environment as <br />possible. <br /> <br />The subject property is relatively flat. Surrounding properties generally are at a <br />similar elevation except for the old railroad bed, which is elevated about six feet <br />above the subject site. Because the entire site will be developed, the entire site will <br />be subject to grading and construction activities. Additional grading would be <br />needed off-site in order to create a connection between the on-site private street <br />and the trail in the ACTC. As conditioned, the design of the proposed <br />development would provide adequate drainage to prevent flooding. The property <br />is not located in the Alquist-Priolo Study Zone. <br /> <br />5. Streets and buildings have been designed and located to complement the <br />natural terrain and landscape. <br /> <br />As an urban, infill site, there is little natural terrain in the vicinity with the <br />exception of the Arroyo del Yalle, which is being preserved in its entirety and from <br />which the proposed buildings will maintain an adequate building setback. The <br />streets, buildings, and parking areas have been located and designed to make full <br />and efficient use of this narrow, deep site. Development of the site complements <br />the natural terrain by making only minor changes as necessary to the site's existing <br />relatively flat topography. <br /> <br />6. Adequate public safety measures have been incorporated into the design of <br />the plan. <br /> <br />Several public safety measures have been incorporated into the design of the <br />proposed development plan and off-site improvements. Proper pedestrian <br />sidewalks have been included in the project to ensure safe on-site pedestrian travel, <br />and enhanced paving is used to demarcate pedestrian crossing areas. <br />
