<br />Resolution No. PC-97-68 <br />Page 2 <br /> <br />The project also would include the installation of a portion of the City/EBRPD <br />trail through the Alameda County Transportation Corridor. Adequate access <br />would be provided to all structures for police, fire, and other emergency vehicles <br />via the on-site private street and the off-site trail which is wide enough to function <br />as an emergency vehicle access. The office building and residential units would be <br />designed to meet the requirements of the Uniform Building Code and other <br />applicable City codes. <br /> <br />2. The plan is consistent with the City's General Plan. <br /> <br />The proposed PUD development plan has been designed to meet the applicable <br />General Plan policies for the proposed High Density, Office, and <br />Commercial-Service uses. Because the site is located within the Downtown <br />Specific Plan, the DSP programs, policies, and land use designation are regarded <br />as a more refined, detailed version of the General Plan. The proposed land use <br />modifications to the Specific Plan to allow residential use and the proposed PUD <br />plan implement policies and strategies listed in the DSP. <br /> <br />The General Plan policies also would be implemented by: rezoning the site for a <br />residential density (High Density Residential, 8+ du/acre) intended to encourage <br />development of this infill site; adding commercial and office uses adjacent to and <br />more compatible with an existing residential neighborhood than the current land <br />uses; and locating this mixed use development in an area near transportation <br />corridors, and in an area where goods and services are easily accessible to the new <br />residents when on foot. <br /> <br />3. The plan is compatible with previously developed properties in the vicinity <br />and the natural, topographic features of the site. <br /> <br />The site is an infill property surrounded by a variety of residential and commercial <br />uses. The current zoning designation of the site permits retail commercial, service <br />commercial, and office uses. The proposed rezoning, although inclusive of the <br />existing uses for a time, would replace these commercial service uses with limited <br />office-type uses and residential units. The high density residential development <br />and the office uses provide a good transitional use between the single-family <br />homes along Walnut Drive and the commercial uses along First Street, particularly <br />the service stations and the mortuary. <br />
