Page 1 of 3 <br />Item #8 <br /> CITY COUNCIL AGENDA REPORT <br /> <br />March 18, 2025 <br />Community Development <br /> <br />TITLE: APPROVE AND AUTHORIZE THE CITY MANAGER TO EXECUTE A <br />PROFESSIONAL SERVICES AGREEMENT WITH HEXAGON <br />TRANSPORTATION CONSULTANTS IN THE AMOUNT OF $244,838 TO <br />PROVIDE PLANNING AND ENGINEERING SERVICES FOR AN UPDATE TO THE <br />PLEASANTON BICYCLE AND PEDESTRIAN MASTER PLAN, INCLUDING A 20 <br />PERCENT CONTINGENCY OF $48,968, FOR A TOTAL COST OF UP TO <br />$293,806, FUNDED BY THE ALAMEDA COUNTY MEASURE BB FUND IN THE <br />BICYCLE AND PEDESTRIAN-RELATED IMPROVEMENTS PROJECT, CIP NO. <br />23543 <br /> <br />SUMMARY <br />The Pleasanton Bicycle and Pedestrian Master Plan requires an update every five years to <br />revise the project priority list. An update is required for the City to be eligible for State Bicycle <br />Transportation Account and other regional, state, and federal funds, including Measure BB. <br />Staff advertised and solicited a request for proposal (RFP) for the Bicycle and Pedestrian <br />Master Plan update; two proposals were received. After review of the two proposals, staff <br />recommends the City Council approve an agreement with Hexagon Transportation <br />Consultants to complete the master plan update. Funding is available through the Bicycle and <br />Pedestrian Related Improvements project, CIP No. 23543 (Measure BB; non-General Fund). <br /> <br />RECOMMENDATION <br />1. Approve and authorize the City Manager to execute a Professional Services Agreement <br />with Hexagon Transportation Consultants in the amount of $244,838 to provide planning <br />and engineering services for an update to the Pleasanton Bicycle and Pedestrian <br />Master Plan, funded by the Alameda County Measure BB fund in the Bicycle and <br />Pedestrian-related Improvements project, CIP No. 23543 <br />2. Authorize a contingency amount not-to-exceed 20 percent ($48,968), for a total contract <br />cost of up to $293,806, and authorize the City Manager to approve and execute contract <br />amendments related to this contingency amount <br /> <br /> <br />BACKGROUND <br />The Pleasanton Bicycle and Pedestrian Master Plan was created in 2010 and last updated in <br />2018. The plan contains goals and policies for developing and implementing pedestrian and <br />bicycle networks within the city. The Bicycle and Pedestrian Master Plan builds on the General <br />Plan blueprint and is the official policy document addressing the development of bicycle and <br />pedestrian facilities. The key policy and program recommendations in the plan include master <br />plan implementation, encouraging a multimodal transportation system, funding and <br />implementation, and monitoring. The Bicycle and Pedestrian Master Plan recommends an <br />update to the plan every five years, and, importantly, allows the City to revise the five-year <br />priority list for improvements.
