DISCUSSION This update to the Pedestrian and Bicycle Master Plan will expand and clarify several chapters of the plan. In addition, the update will account for recent developments, infrastructure changes, community needs, and current best practices in bicycle and pedestrian planning. The update will expand the bicycle and pedestrian project list to include improvements near the city’s high bicycle and pedestrian generators, which include downtown, regional transit, and schools. The City received two proposals in response to the Pleasanton Bicycle and Pedestrian Master Plan Update RFP request; the responses were received from Hexagon Transportation Consultants and Fehr & Peers Transportation Consultants. Staff recommends the contract be awarded to Hexagon Transportation Consultants based on its detailed proposal and experience. The cost of the update is $244,838; staff recommends approval of a not-to-exceed 20 percent contingency amount for necessary additional and unforeseen expenses, for a total authorized amount up to $293,806. Full funding, including contingency, is available through the Bicycle and Pedestrian Related Improvements project, CIP No. 23543, and proposes to use Measure BB funds. The update is expected to take approximately 14 months to complete. Schedule The proposed schedule for the subject project is: Award of Contract March 18, 2025 Notice to Proceed March 19, 2025 Project Kick-off meeting April 2025 Public Outreach June 2025 - March 2026 Master Plan Update to City Council June 2026 EQUITY AND SUSTAINABILITY The Bicycle, Pedestrian, and Trails Committee has been selected to guide the Bicycle and Pedestrian Master Plan update process. The committee members include appointed members of the public as well as members from the Planning Commission, Parks and Recreation Commission, Youth Commission and the Energy and Environment Commission, and represent a diverse group of Pleasanton residents. OUTREACH The Bicycle and Pedestrian Master Plan update has a comprehensive list of public outreach opportunities, including four public events (farmers market, pop-up tents at popular pedestrian/bicycle destinations, etc.). Hexagon will create a project website that will allow interactive collection of comments and suggestions, and create and distribute public surveys to gain public input. The master plan process will be guided by the Bicycle, Pedestrian and Trails Committee where additional public input will be collected.
