Page 2 of 3 <br />Transportation Account and other regional, state, and federal funds, including Measure BB. <br /> <br />DISCUSSION <br />This update to the Pedestrian and Bicycle Master Plan will expand and clarify several chapters <br />of the plan. In addition, the update will account for recent developments, infrastructure <br />changes, community needs, and current best practices in bicycle and pedestrian planning. The <br />update will expand the bicycle and pedestrian project list to include improvements near the <br />city’s high bicycle and pedestrian generators, which include downtown, regional transit, and <br />schools. <br /> <br />The City received two proposals in response to the Pleasanton Bicycle and Pedestrian Master <br />Plan Update RFP request; the responses were received from Hexagon Transportation <br />Consultants and Fehr & Peers Transportation Consultants. Staff recommends the contract be <br />awarded to Hexagon Transportation Consultants based on its detailed proposal and <br />experience. The cost of the update is $244,838; staff recommends approval of a not-to-exceed <br />20 percent contingency amount for necessary additional and unforeseen expenses, for a total <br />authorized amount up to $293,806. Full funding, including contingency, is available through the <br />Bicycle and Pedestrian Related Improvements project, CIP No. 23543, and proposes to use <br />Measure BB funds. The update is expected to take approximately 14 months to complete. <br /> <br />Schedule <br />The proposed schedule for the subject project is: <br />Award of Contract March 18, 2025 <br />Notice to Proceed March 19, 2025 <br />Project Kick-off meeting April 2025 <br />Public Outreach June 2025 - March 2026 <br />Master Plan Update to City Council June 2026 <br /> <br />EQUITY AND SUSTAINABILITY <br />The Bicycle, Pedestrian, and Trails Committee has been selected to guide the Bicycle and <br />Pedestrian Master Plan update process. The committee members include appointed members <br />of the public as well as members from the Planning Commission, Parks and Recreation <br />Commission, Youth Commission and the Energy and Environment Commission, and represent <br />a diverse group of Pleasanton residents. <br /> <br />OUTREACH <br />The Bicycle and Pedestrian Master Plan update has a comprehensive list of public outreach <br />opportunities, including four public events (farmers market, pop-up tents at popular <br />pedestrian/bicycle destinations, etc.). Hexagon will create a project website that will allow <br />interactive collection of comments and suggestions, and create and distribute public surveys to <br />gain public input.
