Public Right-of-Way Accessibility Guidelines (PROWAG) to ensure compliance with the Americans with <br />Disabilities Act (ADA) and to foster an inclusive transportation network. <br />The plan update will be organized in a graphically designed report with chapters on the project <br />introduction, vision and goals, existing conditions and analysis, community outreach, recommended <br />projects and programs, and implementation. All technical appendices will be attached to the report. <br />Based on two sets of internally consolidated comments, Hexagon will update the draft report. Hexagon <br />will complete the Final Report that addresses comments from BPTC and City Council. <br />Task 6 Deliverables: Draft and Final updated BPMP with, draft and final facility recommendations, design <br />guidelines and technical appendices, and any GIS layers <br />Task 7: Cost Estimates and Funding Strategies <br />The team will develop high level planning cost estimates for the proposed improvements identified in <br />the previous tasks. The team will identify funding opportunities, including federal, state, and local <br />grants, as well as public-private partnerships, that may be used to design and construct the <br />recommended infrastructure projects, as well as implement the recommended programs. This <br />information will be provided in an organized matrix that includes the timeline for funding availability/call <br />for proposals date, where available. Project cutsheets for the top-priority projects will be developed to <br />assist with grant funding applications. <br /> <br />Task 7 Deliverables: Matrix providing cost estimates and funding strategies <br />Task 8: Implementation Strategy <br />To support plan implementation and to effectively target the City’s available funding and staff resources <br />toward meeting the BPMP’s goals, the identified improvements will be ranked as part of a prioritization <br />process. The prioritization framework could be based on considerations such as safety, comfort, <br />connectivity, access, equity, funding opportunities, engineering feasibility etc. Evaluation criteria metrics <br />and point generation would be associated with each consideration category. Projects would be awarded <br />points and ranked into tiers. A phased implementation plan will be developed for the high priority <br />projects, identifying improvements that can be made in the short-term with quick build measures. <br />Focusing on the BPMP’s high priority projects and seizing opportunities (such as available funding or <br />linking projects to incoming development), the City would be able to advance projects toward <br />implementation. <br /> <br />Task 8 Deliverables: Memorandum on prioritization framework and implementation <br />Task 9: Deliverables <br />All of the deliverables in the tasks described above will be provided in memorandums including a bicycle <br />and pedestrian infrastructure inventory, a public engagement report, summarizing feedback and <br />recommendations from stakeholders, cost and funding analysis, and an implementation plan. These <br />deliverables will be used as the basis for developing the updated draft BPMP and will be provided as <br />appendices.
