Youth Commission, Parks and Recreation Commission, the City’s business groups (Hacienda, <br />Chamber of Commerce, Downtown Association etc.), Senior center, and Community Based <br />Organizations (CBOs) in the City. <br />• Bicycle Pedestrian and Trails Commission (BPTC) Meetings: The team will meet with the City’s <br />BPTC up to four (4) times throughout the project process. Four Three of the meetings are <br />envisioned as study sessions. Two of the BPTC meetings will be held concurrently with the <br />community meetings. The fourth meeting will be a formal hearing for the BPTC to recommend <br />the Plan to City Council. Optionally, one of the BPTC meetings could be utilized as a study <br />session with the City Council. The team will prepare and present all necessary information and <br />presentations at each meeting stage. <br />• City Council Meetings: The team will assist the City in presenting the final plan to the City <br />Council for adoption. <br /> <br />For all outreach events, the team will prepare all meeting materials (such as the PowerPoint <br />presentation, boards, workshop materials, etc.) and graphics, but will rely on the City to book venues, <br />provide direction signage on the day of the meeting, and other City-standard materials for meetings <br />such as comment cards. We will host preparation meetings as needed with the City team to prepare for <br />these outreach events. We will document the outreach event through photographs and provide a <br />summary of the input received during each event. <br />Task 4 Deliverables: Public Outreach Strategy Framework, Project dashboard, promotion materials, <br />Online survey questionnaire, Online survey results, and analysis, Outreach presentations, materials, and <br />summaries for all meetings <br />Task 5: Needs Assessment and Gap Analysis <br />The team will identify the current and future needs for bicyclists and pedestrians and analyze trends in <br />population growth, land use changes, and transportation demands. This assessment will include the <br />updated housing element sites. We will use the travel demand model where appropriate. <br /> <br />Task 5 Deliverables: Memorandum identifying future demand <br />Task 6: Plan Update <br />The BPMP update will involve revising the vision, goals, and objectives to align with current <br />community needs and policy changes. Based on the findings from Task 3 and Task 5, as well as <br />community input gathered in Task 4, the team will develop recommendations for safe and high- <br />quality bicycle and pedestrian facilities that respond to current and future active transportation <br />needs in the City of Pleasanton. Additionally, programs that encourage people to walk and bike and <br />support them in these choices will be developed. The City and its regional partners currently lead <br />several programs and events that encourage people to walk and bike. The Plan will build upon the <br />momentum of the existing programs and propose enhancements to strengthen these programs. <br />The Plan will also identify opportunities for new programs to encourage walking and biking. <br />New design standards for bicycle and pedestrian facilities tailored to specific locations and roadway <br />types will be developed based on current standards and best practices. The intent of the design <br />standards will be to help the City determine the type of improvements that could be implemented at <br />locations outside of those identified in the BPMP.
