between the City and the Consultant team. The Framework Plan will outline in detail the timing and <br />preparation needed for each community meeting and stakeholder outreach as well as protocols for <br />social media. This task includes up to two rounds of review and comments. While not explicitly <br />requested in the RFP, the team has found that a well-laid-out framework can keep the entire team <br />(consultants and City staff) aligned throughout the process and streamline the workflow. <br /> <br />Unless noted otherwise, all notification material will be prepared in English. The team will arrange for <br />translators and sign interpreters to be available at event meetings if requested by the City, which will be <br />provided as an additional service and its cost is not currently reflected in our cost proposal. Additionally, <br />all public notices will be sent three weeks prior to the date of the meeting. <br /> <br />Project Promotion: The team will create content to be placed on a Project dashboard created using <br />Social Pinpoint to promote outreach and education materials, document meetings, announce public <br />events, and provide a forum for the public to submit comments. The team will create and monitor a <br />Project phone number and email address for the public to submit voicemail and/or email comments. A <br />Project phone number will ensure members of the public who do not have a smart phone, computer, or <br />internet access have a method for providing comments. <br /> <br />Outreach Strategies: The team will engage in the following outreach strategies to inform the community <br />about the Project and solicit feedback from the community about existing safety issues, gaps and <br />barriers, and ultimately the proposed improvements. <br />• Outreach Events: The team will conduct outreach at three (3) public events and/or pop-up <br />events to inform the community about the Project and solicit feedback from the community <br />about the proposed improvements. The public events and/or pop-up events could include <br />community bike rides and walk audits and also leverage existing Citywide events like the farmers <br />market, walk and bike to school days, bike month, and other citywide events. These will be <br />determined in consultation with the City staff after the outreach kickoff meeting. The intent of <br />these events is to meet people where they are to get input on the project. In this way, input <br />from a broad set of community voices can be received. <br />• Community Meetings: The team will conduct two (2) rounds of in-person or hybrid community <br />meetings to engage the public, solicit feedback, and report back to City staff and council on the <br />community’s priorities. These meetings are envisioned to be interactive with a workshop <br />component. The team will prepare all meeting materials (such as the PowerPoint presentation, <br />boards, workshop materials, etc.) and graphics, but will rely on the City to book venues, provide <br />direction signage on the day of the meeting, and other City-standard materials for meetings <br />such as comment cards. The team will facilitate the meetings/workshops, and document each <br />with a meeting summary. <br />• Community Surveys: The team will create up to two (2) online community surveys to obtain <br />additional public input. These surveys will be designed to include a combination of questions as <br />well as interactive maps where respondents can place pins and notes identifying bike/ped- <br />related safety and connectivity issues as well as comment on proposed improvements. The <br />surveys will be designed in coordination with City staff, including the City’s PIO. We will <br />coordinate with City staff to determine the timing and purpose of each survey. We will draft the <br />survey questions and host them on the project dashboard.
