RAFTELIS 2
In advance of the Council workshop, Nancy and Rod will interview each member of the City Council to obtain
information that will help us prepare for the session. They will ask questions such as:
What are some key accomplishments of the City over the past year?
What are key challenges facing the City?
top three to five priorities to address through City resources (budget, staff
time)?
How do you describe the roles of the City Council, Mayor, City Manager, and City Attorney?
What do you view as the attributes of a highly effective Council/staff team?
We will consolidate the feedback received and meet virtually with you to review the information.
Activity 2: Prepare For and Facilitate City Council Workshop
We will then design the Council workshop and prepare a slide deck and draft agenda, along with other handouts
that will be helpful for the discussions. We have significant resources, such as best practice examples from other
cities, that we will utilize to support the discussions.
Possible agenda topics include (to be informed by Council interviews and discussions with you):
Discussion of good governance practices, including norms, roles, and responsibilities
Review of financial resources available for the coming year as context for discussion of priorities
Discussion of interests of members of the Council regarding desired outcomes over the coming year
Consensus on Council priorities for the upcoming two-year budget
Nancy and Rod will review the draft materials with you and finalize them based on feedback received. We will
coordinate workshop logistics with your staff, including room setup, supplies, and other needed items.
The workshop will be designed in such a way as to facilitate open dialogue among members of Council, you, and
others from your staff who will be present. During the session, the primary role of the facilitators is to ensure that
the environment is respectful and conducive to open and constructive dialogue, so the established objectives are
ultimately met.
Within two weeks after the workshop, we will provide a summary report documenting the results.
Activity 3: Provide Executive Coaching
Raftelis will be pleased to provide executive coaching for the City Manager. Rod Gould will serve as Executive
Coach. We have significant resources to assist with this, which includes creating a coaching plan and a series of
coaching sessions.
Docusign Envelope ID: AF9B1F54-F4AA-4684-8053-73FF4456BB2CDocusign Envelope ID: 0AE19FB4-94DC-42D8-9154-6DA4F0413C5E
