445 S. Figueroa Street, Suite 1925, Los Angeles, CA 90071
www.raftelis.com
October 30, 2024
Mr. Gerry Beaudin, City Manager
City of Pleasanton
123 Main Street
Pleasanton, CA 94566
Subject: Proposal for Facilitation and Executive Coaching Services
Dear Mr. Beaudin:
We appreciate the City of (City) interest in having Raftelis facilitate its annual City Council retreat in
early 2025. We have extensive experience with this type of work and would be pleased to work with the Council,
along with you and your executive team. Vice President Nancy Hetrick and Senior Advisor Rod Gould will serve as
co-facilitators, supported by others on our team. Our team is familiar with the City of Pleasanton through our
previous work on the One Pleasanton Strategic Plan, other strategic plans and facilitations over many years. We
expect the session to take place on a mutually agreeable date. The purpose of this letter is to discuss the potential for
this engagement.
Background
The City of Pleasanton operates under the Council-Manager form of government, with a City Manager as the Chief
Executive Officer appointed by the City Council. The City Council is comprised of five members, with a directly
elected Mayor who serves a two-year term, and four Councilmembers elected by district, each serving four-year
terms.
This November, an election for Mayor and Councilmembers is taking place. A retreat with the newly seated City
Council in early 2025 is desired to discuss governance practices regarding roles and norms, as well as review and
confirm or modify the Council priority areas for the next two-year budget. We understand that you are also
interested in executive coaching as part of this engagement.
Approach
We believe in fully supporting the workshop from beginning to end, from collaboratively planning the agenda to
providing a final deliverable that summarizes the results. We have described the key activities as follows. The
resumes for our two facilitators are attached to this proposal.
Activity 1: Begin Engagement and Gather Information
Nancy and Rod will begin by holding a virtual meeting with you to discuss the background and intended outcomes
of the workshop.
Exhibit A
Docusign Envelope ID: AF9B1F54-F4AA-4684-8053-73FF4456BB2CDocusign Envelope ID: 0AE19FB4-94DC-42D8-9154-6DA4F0413C5E
