8.) No hazardous or illicit materials may be stored in any of the self-storage units at any time. The leases for the storage units shall include the provision for the management to make periodic inspections of the units in order to ascertain that no hazardous or illicit materials are being stored. The management of the facility shall be responsible to make a good faith effort and take the appropriate measures, such as random inspections, to ensure that no such materials are being stored in the units. 9.) Lien sales for abandoned items in the self-storage facility shall be limited to two sales a year. These sales shall be conducted between the hours of 10:00 AM and 12 Noon on a weekday at a location at the rear of the property, away from the adjacent residences. The owner of the self-storage facility shall be responsible for notifYing the California Reflections Homeowners Association of these lien sales in writing at least one week prior to the date of the lien sale. 10.) The applicant shall submit to the Planning Director for review and approval a pavement striping plan demarcating the area to be used for outdoor storage at the rear of the facility between Buildings Band D. The resident manager and owner shall be responsible at all times for ensuring that outdoor storage occurs only in this area. 11.) No professionally-driven, tractor trailer moving trucks shall be allowed on the site unless an advance appointment is made for their arrival time in order to ensure that the trucks can immediately enter the facility through the entry gates. At no time shall the management permit such trucks to stop and wait on Reflections Drive. The property owner shall be responsible for enforcing this prohibition against truck parking on Reflections Drive and shall post signs, subject to the review of the City's Traffic Engineer, along this Reflections Drive frontage that prohibit parking of vehicles over 20 feet in length. 12.) No parking lot sweeping or garbage pick-up shall be conducted at the facility between the hours of 10:00 PM and 6:00 AM. LandscaviDl!: and Tree Preservation 13.) The applicant shall comply with all of the recommendations and guidelines listed in the tree report prepared by Hortscience dated March 1997, for the preservation of the existing trees to be retained along the project frontage. The applicant shall arrange for the horticultural consultant to conduct a field inspection prior to the issuance of grading permits to ensure that all recommendations have been properly implemented. The consultant shall also conduct a field inspection immediately prior to the commencement of operation of the facility to ensure that all necessary recommendations have been completed and shall certify in writing that such recommendations have been followed. A copy of said certification shall be provided to the Planning Director prior to the commencement of operation of the facility.
