<br />8.) No hazardous or illicit materials may be stored in any of the self-storage units at any time. <br />The leases for the storage units shall include the provision for the management to make <br />periodic inspections of the units in order to ascertain that no hazardous or illicit materials <br />are being stored. The management of the facility shall be responsible to make a good faith <br />effort and take the appropriate measures, such as random inspections, to ensure that no <br />such materials are being stored in the units. <br /> <br />9.) Lien sales for abandoned items in the self-storage facility shall be limited to two sales a <br />year. These sales shall be conducted between the hours of 10:00 AM and 12 Noon on a <br />weekday at a location at the rear of the property, away from the adjacent residences. The <br />owner of the self-storage facility shall be responsible for notifYing the California <br />Reflections Homeowners Association of these lien sales in writing at least one week prior <br />to the date of the lien sale. <br /> <br />10.) The applicant shall submit to the Planning Director for review and approval a pavement <br />striping plan demarcating the area to be used for outdoor storage at the rear of the facility <br />between Buildings Band D. The resident manager and owner shall be responsible at all <br />times for ensuring that outdoor storage occurs only in this area. <br /> <br />11.) No professionally-driven, tractor trailer moving trucks shall be allowed on the site unless <br />an advance appointment is made for their arrival time in order to ensure that the trucks can <br />immediately enter the facility through the entry gates. At no time shall the management <br />permit such trucks to stop and wait on Reflections Drive. The property owner shall be <br />responsible for enforcing this prohibition against truck parking on Reflections Drive and <br />shall post signs, subject to the review of the City's Traffic Engineer, along this Reflections <br />Drive frontage that prohibit parking of vehicles over 20 feet in length. <br /> <br />12.) No parking lot sweeping or garbage pick-up shall be conducted at the facility between the <br />hours of 10:00 PM and 6:00 AM. <br /> <br />LandscaviDl!: and Tree Preservation <br /> <br />13.) The applicant shall comply with all of the recommendations and guidelines listed in the <br />tree report prepared by Hortscience dated March 1997, for the preservation of the existing <br />trees to be retained along the project frontage. The applicant shall arrange for the <br />horticultural consultant to conduct a field inspection prior to the issuance of grading <br />permits to ensure that all recommendations have been properly implemented. The <br />consultant shall also conduct a field inspection immediately prior to the commencement of <br />operation of the facility to ensure that all necessary recommendations have been <br />completed and shall certify in writing that such recommendations have been followed. A <br />copy of said certification shall be provided to the Planning Director prior to the <br />commencement of operation of the facility. <br />
