An existing overhead electrical transmission line will <br />be relocated underground as part of the project. <br /> <br />2. The plan is consistent with the City's General Plan. <br /> <br />The project is consistent with the site's General Plan Land Use Element <br />designation of Retail, Highway, and Service CommerciallBusiness and Professional <br />Offices. The construction of additional self-storage facilities will provide a service <br />needed by residents and businesses of Pleasant on (Policy 4, Land Use Element). <br />The proposed facility will provide a necessary service on a presently vacant and <br />underutilized parcel which currently has existing infrastructure proximate to the <br />site (policy 13, Land Use Element). As conditioned, the developers of this site will <br />be required to pay for their fair share of roadway improvements and utility <br />infrastructure (policy 1.1, Circulation Element and Policies 2,4, and 5, Public <br />Safety Element). The access to the facility will be located on Reflections Drive <br />which is consistent with the policy not to allow individual driveways to enter onto <br />major arterials (Policy 3, Circulation Element). <br /> <br />The design of the self-storage facility will include state-of-the-art fire detection and <br />suppression systems in addition to providing adequate access for fire and other <br />emergency vehicles (policy 13, Public Safety Element). An electrical transmission <br />line traversing a portion of the site's frontage will be relocated underground with <br />the completion of the project (Policy 8, Public Safety Element). <br /> <br />3. The plan is compatible with previously developed properties in the vicinity <br />and the natural, topographic features of the site. <br /> <br />The site is an infill property surrounded by a variety of commercial service, <br />residential, and industrial uses and vacant land. The site is bordered on the west by <br />108 single-family residential units in the California Reflections subdivision, service <br />commercial development in the Stanley Business Park to the south, and industrial <br />properties on the north and east. The project site does not directly abut any of <br />these surrounding land uses. The proposed commercial development will be <br />consistent with the existing service commercial and industrial uses which border <br />the site on three sides and requires sensitivity with respect to its interface with the <br />adjacent residential neighborhood. <br /> <br />The project site is separated from the adjacent California Reflection residential <br />subdivision on the west by a public street, Reflections Drive. The design of the <br />facility has taken the residential land use into consideration in terms of aesthetics, <br />noise, and traffic issues. The building elevations facing these residential properties <br />have been attractively designed and ample landscaping will be provided along the <br />area of the site closest to this land use. Silent alarm systems and limited hours of <br />operation will help to ensure that the facility does not produce any negative noise <br />impact on these adjacent units.
