P23-0480 and Tract 8680 PC-2025-09, April 23, 2025 <br />3 <br /> <br />As illustrated by the Consistency Checklist, the proposed project is consistent with the <br />development density established in the Housing Element Update and related zoning and has <br />been found to be in conformance with the analysis and conclusions of the Housing Element <br />Update FEIR and is exempt from further environmental review. This determination is based on <br />the following criteria pursuant to CEQA Guidelines Section 15183: <br /> <br />1. There are no new significant effects peculiar to the proposed project or its site that <br />were not analyzed as significant effects in the Housing Element Update FEIR; <br />2. There are no new significant off-site or cumulative impacts that were not analyzed in <br />the Element Update FEIR; and <br />3. There are no previously significant effects which, as a result of substantial new <br />information was not known when the Housing Element Update FEIR was certified, <br />are determined to have a more severe adverse impact than discussed in the <br />Housing Element Update FEIR. <br /> <br />The following mitigation measures identified in the Housing Element Update FEIR are <br />applicable to the proposed project, as described in each environmental topic: <br />• Mitigation Measure (MM) AIR-1a <br />• MM AIR-1b <br />• MM BIO-1 <br />• MM GEO-6 <br />• MM TRANS-2 <br /> <br />For the reasons set forth in the Checklist and in its attached appendices, the evaluation <br />concludes that the proposed project qualifies for a mandatory streamlining exemption from <br />additional environmental review under Section 15183 because it is consistent with the <br />development density and land use characteristics established by the City in its Housing <br />Element Update and related zoning, as analyzed by the Housing Element Update FEIR. <br />Further, the Housing Element Update FEIR adequately anticipated and described the impacts <br />of the proposed project, identified applicable feasible mitigation measures necessary to reduce <br />project-specific impacts, and the proposed project would be required to implement these <br />mitigation measures. <br /> <br />Section 2: Housing Sites Compliance Review and Findings of Conformance to Objective <br />Design Standards and Other Applicable Standards <br />The Planning Commission makes the following specific findings with respect to Housing Sites <br />Compliance Review: <br /> <br />1.
