P23-0480 and Tract 8680 PC-2025-09, April 23, 2025 <br />4 <br /> <br />minimize impact to aesthetic resources. As detailed in this report, the Project <br />requests 19 waivers and one incentive/concession. With the requested waivers and <br />incentive/concession, the Project complies with the Objective Design Standards, the <br />Climate Action plan, and objective standards in the PMC. The Planning Commission <br />finds that the Project would conform to the January 2023 Objective Design <br />Standards for Housing Sites (ODS), and all other applicable objective standards of <br />the Pleasanton Municipal Code, Zoning Ordinance and other adopted standards, <br />with the exception of items for which a concession or waivers have been requested <br />by the applicant and granted in accordance with provisions of California State <br />Density Bonus law (Cal. Government Code §65915 et seq.) <br /> <br />2. The project complies with mitigation measures of any applicable <br />environmental document. <br />Section 21081.6 of the California Environmental Quality Act (CEQA) and CEQA <br />Guidelines Section 15097 require a Lead Agency to adopt a Mitigation Monitoring <br />and Reporting Program (MMRP) whenever it certifies an Environmental Impact <br />Report in conjunction with a project approval. The purpose of the MMRP is to ensure <br />compliance with the mitigation measures occurs during project implementation. <br /> <br />Pursuant to CEQA Guidelines Public Resources Code Section 21000, et seq., an <br />Environmental Impact Report (EIR) was certified and a Mitigation Monitoring and <br />Reporting Program (MMRP), was adopted by the City of Pleasanton (City) on <br />January 26, 2023 (City of Pleasanton 2023-2031 (6th Cycle) Housing Element <br />Update Program Final Environmental Impact Report, SCH No. 2022040091). <br /> <br />The Consistency Checklist prepared for the Project concluded that Project <br />implementation would be consistent with the development evaluated in the EIR and <br />further identified relevant mitigation measures from the EIR that are applicable to the <br />project, as described in Section 1, above. This MMRP documents how and when the <br />mitigation measures adopted by the Lead Agency as part of the MMRP for the EIR <br />will be implemented for the proposed project and confirms that potential <br />environmental impacts associated with the proposed project are reduced to less <br />than significant levels as identified in the Consistency Checklist. The Consistency <br />Checklist and MMRP are included as Attachment 2. The project is conditioned to <br />implement the project specific mitigations. <br /> <br />Section 3: Findings for Vesting Tentative Map Approval: <br />The Planning Commission finds Vesting Tentative Map 8680 meets applicable State law and <br />the Zoning Ordinance of the Pleasanton Municipal Code (PMC) that set forth the <br />considerations to be addressed in reviewing a Vesting Tentative Map. The Planning <br />Commission makes the following findings that Vesting Tentative Map 8680 conforms to the <br />purposes of the PMC: <br /> <br />1.
