ATTACHMENT I <br /> <br /> CIVIC ARTS COMMISSION COMMENTS <br /> REGARDING FIVE SITE PLAN ALTERNATIVES <br />FOR THE DRAFT BERNAL PROPERTY PHASE II SPECIFIC PLAN AREA <br />(Prepared by Wayne Rasmussen, Consulting Project Coordinator December 7, 2004) <br /> <br />On December 6, 2004, the Civic Arts Commission reviewed five site plan alternatives <br />(dated November 30, 2004) for the Central Area of the Phase II Bernal Property Specific <br />Plan. Following public input and Commission discussion the Commission provided the <br />following comments. <br /> <br />Overall Commission Statement - The Commission generally favors Alternative C with the <br />Cultural Arts Center setback off of Bernal Avenue, and subject to a relocation of the <br />underlying tenth sports field. There was also some support for Alternative A with the <br />Center located south of Valley Avenue, but without the teen center included in the Cultural <br />Arts Center complex, and subject to a street connection to Bemal Avenue being negotiated <br />with the business park owner to the north. <br /> <br />Commissioner Comments - <br /> <br />Howard Seebach favors the Alternative B Cultural Arts Center location off of Bernal <br />Avenue, with the inclusion 10 sports fields and the addition of the Ace Train station. <br /> <br />Nancy Scotto favors the Alternative A Cultural Arts Center location south of Valley <br />Avenue, but with the amphitheater and teen center being located elsewhere on the property. <br /> <br />Margene Gerton Rivera supports the Alternative B Cultural Arts Center location next to <br />Bernal Avenue because this site is closest to the Downtown. She is concerned that a <br />possible location of the amphitheatre near the freeway as shown in Alternatives A and D <br />would be too noisy. She supports the development of wetland areas and the Ace Train <br />station. She feels that the Arts Center should be rotated somewhat to result in the <br />amphitheater being screened by the cultural arts building for the purpose of reducing <br />potential noise impacts on the residents to the west. She likes the open space area behind <br />the Center and vehicular access to Bernal Avenue. <br /> <br />Gerald Hedstrom supports situating the Cultural Arts Center near Bernal Avenue. <br /> <br />Tegan McClain supports Alternative C with the grand setback from Bemal Avenue. <br /> <br />Holly Nelson feels that if the Alternative A Center location off of Valley Avenue is to be <br />viable, then the City would need to acquire vehicular access to Bernal Avenue through the <br />business park land to the north to serve it. <br /> <br /> <br />
