PHASE II SPECIFIC PLAN SITE PLAN ALTERNATIVES <br /> <br />MDF and City staff has developed five site plan alternatives for the "Central Area" of the Bernal <br />Property. These have evolved as a result of the substantial input that has been received over the <br />past three years from the Bemal Property Task Force, Council, City commissions, general <br />public, and the Bernal design competition. Each alternative is discussed below and plans for <br />each are attached to this report (Attachment-2). A verbal presentation of the alternatives will be <br />provided by Michael Fotheringham at the January 4 Council meeting. <br /> <br />Each alternative includes sports fields, a cultural arts center, open space, and a teen center/youth <br />club. Alternatives A and C also include an ACE train station but alternatives B, D and E do not. <br />The cultural arts center is the only element of the five alternatives that changes significantly. It is <br />proposed to consist of an amphitheater (except for Alternative E which does not), art classrooms, <br />art gallery, rehearsal space, and an 800-seat indoor theater. This array of uses is intended only to <br />give a sense of magnitude as to how large the center might be for site location analysis purposes <br /> <br />Alternative A - The cultural arts center is proposed to be located between Valley <br />Avenue and the freeway. The amphitheater stage faces toward the freeway and the <br />audience seating faces away from the freeway toward Mt. Diablo. MDF feels that <br />freeway noise can be adequately mitigated at this location through facility orientation, <br />land form creation and architectural design. Overflow parking would be available at the <br />nearby ACE Train station parking lot. Vehicular access can be provided by way of two <br />streets, including Valley Avenue. A teen center is located within the center to take <br />advantage of the adjacent arts facilities, and a youth club is located on the opposite side <br />of Laguna Creek Lane. <br /> <br />This altemative also includes ten sports fields within the community park area. <br /> <br />Alternative B - The cultural arts center is located immediately south of Bernal Avenue <br />between the housing to the west and the future sports fields to the east. From the <br />standpoint of noise impacts, this alternative location is the furthest away from the <br />freeway but closest to Bernal Avenue. This site provides the best visual exposure to <br />motorists entering Pleasanton on Bernal Avenue but it would tend to block the views <br />from Bemal Avenue of the outlying open space and scenic hillsides the most of all the <br />alternatives. This alternative cultural arts center location is closest to the existing housing <br />to the west and is therefore the most likely to impact the neighbors in terms of sound and <br />light. The parking area can be shared with the sports fields to the east and the surrounding <br />open space area. Vehicular access can be provided from three directions, including direct <br />Bernal Avenue access. A traffic signal would be installed at the Bernal Avenue driveway <br />entrance. <br /> <br />Alternative B includes a combined youth club/team center south of Valley Avenue, and <br />ten sports fields in the community park.
