Alternative C - This alternative is similar to Alternative B (Bemal Avenue location) <br />except that the cultural arts center is located farther away from both Bernal Avenue and <br />the existing homes. In order to achieve these greater setbacks, an informal baseball field <br />at the sports park would need to be relocated, as recommended by the design competition <br />jury. Parking areas are arranged in a narrower configuration to help create a greater <br />setback from the neighboring homes. The impact of blocking the outlying views from <br />Bernal Avenue would be minimally less than in Alternative B. <br /> <br />Alternative C includes a combined youth club/teen center south of Valley Avenue, and an <br />ACE train station. <br /> <br />Alternative D - This alternative is similar to Alterative A (Valley Avenue location), <br />except that the teen center is not included within the cultural arts center and more <br />wetlands are to be integrated into the area that borders the center. An ACE Train station <br />is not proposed in this alternative so the benefit of having nearby overflow parking would <br />not apply. <br /> <br />Alternative E - This alternative is similar to Alternative B (Bernal Avenue location), <br />except that it does not include an amphitheater. This is being considered in order to <br />reduce land and parking requirements. An amphitheater could be located elsewhere on <br />the Bemal Property. <br /> <br />The cultural arts center is situated farther away from Bemal Avenue and the existing <br />housing than Alternatives B and C. Again, one informal baseball field would need to be <br />relocated to accomplish these greater setbacks. The impact of this alternative on the <br />views of the outlying scenic hillsides is the least of the three Bernal Avenue alternatives, <br />but is still substantial. <br /> <br />An ACE Train station is not proposed in this alternative. <br /> <br />As previously requested by the Council, the above altemative site plans were referred to the <br />Civic Arts Commission for its input with respect primarily to the potential cultural arts center. <br />The Commission reviewed the alternatives on December 6, 2003 and provided a series of <br />comments presented in Attachment-1. <br /> <br />The Civic Arts Commission generally favors Alternative C with the cultural arts center set back <br />from Bernal Avenue, subject to a relocation of the underlying informal baseball field. There <br />was also some support for Alternative A with the center located south of Valley Avenue, but <br />without the teen center included in the cultural arts center complex, and subject to a street <br />connection to Bernal Avenue being negotiated with the business park owner to the north. <br /> <br />SR 05:010 <br />Page 6 <br /> <br /> <br />
